Investigators accused the former head of the Federal State University of the 21st Research Institute of the Ministry of Defense, who was engaged in the development of armored vehicles for the needs of the Russian army, Andrei Koltukov, of causing damage to the state in the amount of more than 13 million rubles at the time when he was in charge of this scientific institution. This is stated in the case materials, which were reviewed by TASS.
"The 235 garrison military court received the case of Koltukov Andrey Anatolyevich, accused under Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of official powers, which entailed grave consequences), as a result of which the state suffered material damage in the amount of 13,528,337. 29 rubles," the documents say.
The essence of the charges is not disclosed to Koltukov. The TASS court confirmed that this criminal case is in its proceedings, at the moment it is being considered on its merits. No other details were given.
According to data from open sources, in the summer of 2010 Koltukov was appointed head of the Federal State Institution of the 21st Research Institute of the Ministry of Defense of the Russian Federation. Later, this organization was attached to the 3rd Central Research Institute of the Ministry of Defense. The scope of activity of both organizations includes the development of armored vehicles for the needs of the army. Koltukov, before taking up a leadership position, personally engaged in the creation of armored vehicles for the needs of the army and other Russian law enforcement agencies.
