TSAMTO, October 4. President of Ukraine Volodymyr Zelensky signed the law "On the specifics of reforming enterprises of the military-industrial complex of the state form of ownership".
The Verkhovna Rada of Ukraine voted for this law on July 13 (the decision was supported by 256 parliamentarians with the required minimum of 226 votes).
"The law has been returned with a signature from the president," reads the card of the law published on the website of the Verkhovna Rada.
As the press service of the Ukroboronprom Group reported, "with the entry into force of the law, it makes it possible to strengthen the defense capability of Ukraine, structurally restart 118 disparate enterprises of Ukroboronprom."
At the same time, it is noted that "state and state-owned enterprises participating in the Concern will be transformed into economic societies, which, in turn, will combine by industry: armored vehicles, radar systems, precision weapons and ammunition, marine systems, aircraft repair and special exporters. At the same time, the state represented by the Cabinet of Ministers of Ukraine will be the sole owner (shareholder) of such branch scientific and production associations."
In addition, Ukroboronprom, which has so far served as a quasi-ministry, will cease to exist. It will be replaced by a joint-stock company that will be responsible for organizational transformations of state and state-owned defense enterprises, as well as for attracting investments. The sole owner of this joint-stock company will also be the state.
According to the press service of Ukroboronprom, "as a result of the reform, enterprises will be able to attract investments for their own development, development and production of modern weapons and military equipment for the needs of the Ukrainian army. The transfer of the latest technologies will become available, and defense industry enterprises will have the opportunity to create joint ventures with leading foreign companies."
"The funds from the sale of excess and non-core property will be used exclusively for the modernization of production, financing scientific and technical work, innovation, improving social protection of employees. The law prohibits taking them out of the industry. All this will make it possible to improve the health of enterprises at all levels: financial, social, industrial and technological. Finally, the introduction of a modern corporate governance model at the Concern's enterprises will protect them from corruption risks, conflicts of interest and direct political influence," the message posted on the Ukroboronprom website says.
