Moscow. September 27. INTERFAX-The Ministry of Defense of the Russian Federation proposes to exclude information about military objects important for the defense capability from the Unified State Register of Real Estate (EGRN).
The draft amendments to the Civil Code of the Russian Federation developed by the military Department (Article 131) were posted on Monday on the federal portal of draft regulatory legal acts.
"In order to isolate the objects of defense and security of the state in the field of civil law relations, as well as to exclude the dissemination of information about defense and security objects that are of priority importance for the defense capability of the Russian Federation, it is proposed to organize a special, separate from the Unified State Register of Objects, information about which is classified as a state secret or official secret in the field of defense through the inclusion of such objects in the Register of sensitive Objects," the explanatory note to the draft says.
It notes that the proposed changes provide for the inclusion of defense and security facilities completed by construction in a special (departmental) Register of sensitive facilities without reflecting information about them in the EGRN.
"The draft law is aimed at eliminating provisions that hinder the achievement of tasks for the creation of defense and security facilities of the state," the document says.
As Interfax reported, on June 11, Russian President Vladimir Putin signed a law introducing the concept of official secrets in the field of defense - it will include information about any activity in this area that is not classified as a state secret and is not publicly available.
