In principle, Roscosmos will not sell production sites that are not currently in use, but will establish production of civilian products on them as part of the diversification program. This was announced by the general director of the state corporation Dmitry Rogozin at the International Military-Technical Forum "Army-2021".
"In principle, we do not sell surplus production areas, but we organize sites for the production of civilian products," Rogozin said during the plenary session " Diversification of the Defense Industry. Strategic priorities and main tasks".
Earlier, Rogozin reported to the president of Russia that the revenue of Roscosmos in 2020 remained almost at the level of 2019, according to diversification programs, it almost doubled - to 12 billion rubles.
Sales of civil products
The head of Roscosmos also proposed several measures that will allow to establish the sale of civilian products produced by enterprises of the space industry and the defense industry as part of diversification programs.
"We propose to expand the use of quota tools for new product groups and to carry out a wider distribution of quotas for natural monopolies," Rogozin said.
The second step, according to the head of Roscosmos, should be to ensure the prompt filling of the registers of domestic products to meet the requirements of the minimum share of purchases of Russian goods and services.
"We need to make sure that the heads of the subject of the federation have certain indicators in their reports as managers, what they really did to ensure the introduction of new medical technologies in our country <...> We do not have a single center where we can apply with our equipment, we have to communicate with each governor, and we do this. But it would be better if their personal utility coefficients largely depended on what products are being introduced in clinics in the territory of the Russian Federation," Rogozin added.
The head of Roscosmos also asked to radically simplify the procurement procedure for defense industry enterprises that implement diversification projects, as well as the non-allocation of overhead costs at the stage of entering the market at least at the stage of the first three to four years.
