The marine "Pantsir" was developed by the Tula Instrument Engineering Design Bureau named after A. G. Shipunov of the holding "High-precision complexes" on the basis of the ZRPC "Pantsir-S". The peculiarity of the complexes created in the KBP is that it is possible to fire at the target first with rocket shells, then, in the dead zone, if for some reason the target is not hit or not hit enough, it is possible to use artillery weapons.
