The state continues to actively invest in infrastructure – in the construction of microelectronics production facilities and the creation of a network of design centers ( design centers ). It is planned to create at least 300 design centers by 2030. And by 2024, to train six thousand highly qualified specialists, said a member of the board of the military-industrial complex Mikhail Osyko . According to him, competence centers have already been established in each priority area of the electronic industry development.
Also, within the framework of the state program, collective design centers will be created from 2020. This will provide industry enterprises with access to modern computer-aided design tools, without which it is impossible to create competitive products. In 2020, at the expense of the government's reserve fund, two centers for collective design have already been created on the basis of the Federal State University of the Federal Research Center of the NIISI RAS and the MIREA Federal State Educational Institution.
Minimum share of public procurement of domestic radio electronics
Recall, according to the decree, the minimum share of laptops and tablets of Russian origin purchased in 2021 should be 50%, in 2022 – 60%, in 2023 – 70%.
Similar quotas are set for "electronic digital computing machines that contain a central processor and an input and output device in one case, combined or not for automatic data processing".
Russian "storage devices and other data storage devices" should be purchased in 2021 in the amount of at least 30%, in 2022 – 40%, in 2023-50%.
The quota for domestic cell phones is set for 2021-23 at the rate of 1%.
A product of Russian origin is considered to be a product included, among other things, in the unified register of Russian radio-electronic products .
