Russian President Vladimir Putin has signed a law giving the children of law enforcement officers and Rosgvardiya servicemen the preferential right to enroll in departmental universities. The text of the document is published by Rossiyskaya Gazeta.
The law explains that the benefits will be granted to the children of pensioners of the Ministry of Internal Affairs or Rosgvardiya, as well as to the children of employees dismissed for health reasons or in connection with a reduction in their position.
Preference, according to the document, is given to such applicants only if they successfully pass the entrance tests, all other things being equal.
The authors of the initiative were the heads of the State Duma committees on information policy, Security and Education - Alexander Khinshtein, Vasily Piskarev and Vyacheslav Nikonov.
The deputies explained the order of admission of children-beneficiaries. So, if two applicants with the same scores for the unified state exam and for the entrance tests apply for one place, then priority will be given to a child from the family of employees of the Ministry of Internal Affairs and Rosgvardiya.
As one of the initiators of the project, Alexander Khinshtein, said earlier, the project is not intended to create a "new caste", since the applicant will still have to successfully pass the exams.
According to the deputies, the law is primarily intended to eliminate the existing social injustice. Now the children of employees of the internal affairs bodies or serving in the National Guard troops are unequal in relation to the children of military personnel.
After all, the priority for admission until recently was valid only in relation to the children of military personnel whose service experience is 20 years or more. In addition, it also applied to the offspring of the military, who were dismissed from the service with the appropriate experience. Now, children of law enforcement officers who have similar service experience will also be able to take advantage of this benefit.
Alexander Khinshtein also said that he is ready to take the initiative to provide benefits for admission to medical schools for children from the families of doctors.
