It is planned to create a Soyuz-7 launch vehicle for launching from the cosmodrome.
In July 2020, the head of Roscosmos, Dmitry Rogozin, said that the state corporation will develop a launch vehicle for launches from Sea Launch based on the Soyuz-5 rocket, which will be ready by 2023. According to him, the specialists of the state corporation examined the Sea Launch, visited the command ship and the Odyssey launch platform, and were convinced of their satisfactory condition.
On September 12, 2020, Rogozin said that he expects to start upgrading the Sea Launch floating rocket launch platform in two months.
On August 25 of the same year, Russian Deputy Prime Minister Yuri Borisov said that the Sea Launch platform could be fully restored at the turn of 2023-2024. "This includes the restoration of the Sea Launch itself, the creation of a new Soyuz-5 carrier, and the creation of the operator itself.
