The President agreed that nationalization is possible "if the owners do not cope with the current work and can not effectively use, including the assistance from the state, which is generally provided"
NOVO-OGAREVO, March 31. /TASS/. Russian President Vladimir Putin agreed with the idea of the possibility of nationalization of enterprises that fail to fulfill state defense orders. He said this at the signing ceremony of the General Agreement between the all-Russian unions of trade unions, employers and the government of the Russian Federation for 2021-2023.
"Yes, such a tool is possible, including in the case of malicious non-fulfillment of the state defense order by individual enterprises," Putin said, commenting on the corresponding proposal of the chairman of the Federation of Independent Trade Unions of Russia (FNPR) Mikhail Shmakov.
The President noted that " everything is clear here, except for the efficiency of the management, because the state funds are allocated regularly, rhythmically, without any delays, and there are failures." "I want to draw the attention of Alexander Nikolaevich (Shokhin, the head of the RSPP) to this, and I want everyone to keep this in mind," Putin said.
The Head of State, commenting on the words of Shmakov about the possibility of such a measure to preserve employment at enterprises, noted that such a step would be extreme. "It is not necessary that this measure will lead to an increase in economic efficiency and increase the viability of the enterprise," the president said.
He agreed that nationalization is possible "if the owners do not cope with the current work and can not effectively use the assistance from the state, which is generally provided."
Redirecting funds
Putin also demanded that the executors of the state defense order do not transfer the money received from the state to other enterprises and businesses.
"Some colleagues, quite obviously, should increase their personal attention to the implementation of state orders. Moreover, they are paid rhythmically. And not to transfer the money received from the state to other enterprises and other businesses, " the president said.
The President asked Shokhin to address this issue. "Alexander Nikolaevich, I ask you to pay attention to what I said in response to Mikhail Viktorovich Shmakov's proposals, to contact the Minister of Industry and Trade and the customers of defense products," the head of state added.
