Rostec will complete the transformation of the radio-electronic cluster in the first quarter of 2021

The merger of the Rostec radio-electronic cluster enterprises under the management of JSC United instrument-making Corporation (UIC) will be completed in the first quarter of 2021. The new holding will exist under the brand name "Roselektronika" and in 2023 will have to start mass production of equipment for 5G networks. It will not be easy to create an effective holding out of Rostec's disparate assets, experts say.

These include companies that develop communication systems, data storage, cryptography and radar systems, medical equipment, and innovative materials. In particular, the list includes Automatika concern, which develops information security tools; Constellation concern, which develops equipment for the new 5g communication standard; shvabe holding, which implements the Smart city project. The revenue of the radio-electronic complex, according to Rostec, including strategic partnerships (with a share of 25% to 50%) in 2019 reached 276 billion rubles, net profit — 10.4 billion rubles. The share of civilian products in revenue for the year was 30%.

Rostec was selected as the main manufacturer of domestic equipment for 5G. Under an agreement with the government, he and Rostelecom prepared a roadmap for this industry, which the government Commission approved on November 16. In production, rostec, according to him, will adhere to the decisions of the security Council regarding the radio frequency spectrum.

According to them, for the development of 5G in Russia, it is planned to allocate the 4.7–4.9 GHz band, which does not coincide with most countries.

"But to ensure the export potential, we will also produce equipment for other frequencies," Mr. Chemezov said.

Combining the Rostec radio-electronic cluster at the first stage will lead to the formation of a conglomerate of disparate assets, according to Ivan Pokrovsky, Executive Director Of the Association of electronics developers and manufacturers. In his opinion, it will be very difficult to create a holding company with common goals and effective cooperation ties. "For the management, this will be a serious test of managerial and leadership qualities»,- he notes. The reorganization of the state Corporation's assets is unlikely to change competition in the market, the expert believes, since the competitiveness of enterprises cannot change immediately, and many existing relationships are inevitably disrupted at the stage of restructuring.
