Prime Minister Mikhail Mishustin signed a decree "on approving the Rules for granting subsidies from the Federal budget for the development of quantum processor prototypes in accordance with the activities of the Quantum computing roadmap"; the document was published on the official legal information portal on Tuesday.
The rules, in particular, determine that a legal entity applying for subsidies must:
- have net assets of at least 100 billion rubles;
- have your own infrastructure for implementing high-tech projects;
- have a staff of specialists with at least five years of experience in implementing high-tech projects;
- have experience in implementing international high-tech projects that cost more than 1 billion rubles.
Subsidies are intended to pay for employees who are directly involved in the implementation of road map activities; supply of goods, work and services by third-party organizations, including R & d; "formation of an ecosystem for the development of quantum computing, including the development of human resources"; creation of human resources; support for startups.
Rosatom state Corporation is charged with distributing subsidies. The document contains provision on the tender Committee of the Corporation for the selection of applicants for the subsidy and the rules for selection by the Commission of legal entities-grant recipients.
Quantum computing activities are aimed at implementing the Federal project "Digital technologies" of the national program "Digital economy of the Russian Federation".
