"The Russian defense Ministry consistently implements the ideology of developing interagency cooperation, which was defined by the Minister of defense of the Russian Federation in 2013.
The strategic command and staff exercise "Kavkaz-2020" was a serious test of interagency interaction, involving 160 Executive authorities at various levels, which is more than three times the number of participants in interagency interaction of the previous exercises "Kavkaz".
In total, more than 380 joint tasks were completed during the exercise. The event also became a platform for interstate interaction. Eight foreign countries took part in it, and five countries sent their observers.
In the framework of solving tasks of strategic deterrence in the World's oceans in conjunction with the territorial authorities of FSB, MVD, FSIN, and Regardie the waters of three oceans and ten seas were conducted operational exercises interspecies task force "Ocean shield-2020".
As part of ensuring the state and Armed Forces ' mobilization readiness in 2020, the involvement of Federal and regional authorities in strategic, command and staff and complex mobilization exercises increased by 21 and 9 percent, respectively. The joint tasks of ensuring the mobilization deployment of troops, planning and conducting territorial defense have been successfully solved."
"The military education system is actively developing. In cooperation with the Ministry of education and science and the Ministry of Finance, the creation of an Electronic library of the Ministry of defense is being completed. Today, interagency cooperation helps to develop medicine, successfully fight infections from typhoid to COVID-19, eliminate the consequences of natural and man-made emergencies, and develop the Arctic and Arctic regions for more than 200 years.

Thanks to effective cooperation with the Ministry of industry and trade, Rospotrebnadzor and enterprises of the military-industrial complex in a difficult epidemiological situation, it was possible not only to ensure the full functioning of factories and enterprises, but also to increase the number of weapons, military and special equipment delivered to the troops by 11 percent compared to last year.
In close interdepartmental cooperation, 35 submarines and surface ships were laid down, launched and accepted into the Navy this year, which increased the share of modern combat units of the fleet by 1.3 times compared to 2019.
The increased combat capabilities of the Russian Navy were demonstrated during the annual Main naval parade in St. Petersburg, as well as parades in the main bases of the fleets. For the first time, the parade was held in Kaspiysk – the new base of the Caspian flotilla. A total of 226 warships and support vessels were involved."
"Traditionally, an important field of interstate and interdepartmental relations is the international military-technical forum "Army". As a result of its work, enterprises of the military-industrial complex signed contracts with foreign partners in the amount of 1 trillion rubles. 160 million rubles, which is 1.2 times higher than last year.
The international Army games are an effective platform for developing interagency cooperation.
This year, the number of participants from Federal Executive authorities has grown to 35, and the national teams of the Ministry of emergency situations and Regardie took part in the international stage of the Games for the first time. The geography of the Games is also expanding – 14 regions have already met participants at a high organizational level.
The interaction of leading research organizations, leading universities of the country and enterprises of the military-industrial complex at the research base of Technopolis "ERA" allows us to consistently increase the scientific and technical potential of the Armed Forces.
This year, another 81 companies and organizations took an active part in joint research, 66 innovative proposals were developed and implemented, and 21 research projects in 16 areas of research were successfully completed."
"Of course, the most important and complex interagency task is to strengthen Russia's position in the international arena. Thanks in large part to the effective work of the interagency coordination headquarters established on the basis of the Ministry of defense, more than 2 million Syrian citizens were able to return to their homes.
The holding of an International conference on the return of Syrian refugees in Damascus was a good example of this work.
Despite the active opposition of the United States and its European allies, the conference was attended by representatives of 27 States, the United Nations And the International Committee of the red cross.
The Russian side was represented by 226 representatives from 33 Federal Executive bodies and organizations. During the forum, Russian-Syrian agreements were signed on key areas of cooperation. As a result of the conference, a final statement was signed and published, which for the first time publicly recorded the readiness of the Syrian state to fully facilitate the return of internally displaced persons to their homes.
Painstaking preparatory work carried out in an interagency format in cooperation with relevant ministries and departments of Syria, allowed to "break through" the information boycott of Western countries. The international community was able to get objective information about the real situation with Syrian refugees.
Within the framework of the forum, 12 humanitarian actions were held, and more than 78 tons of food, medicines and basic necessities were distributed.
A working group of representatives of defense Ministry, foreign Ministry, health Ministry, FSB, Ministry of interior, Regardie and the Commissioner of the President of the Russian Federation for children's rights from Syria to Russia has returned 129 children who survived the horrors of war."
"Thanks to the operational decisions taken by the highest military and political leadership of Russia, it was possible to stop the bloodshed in the Nagorno-Karabakh zone. Russian peacekeepers are currently successfully providing a full range of activities related to the establishment of peaceful life in the region. Today, humanitarian issues are coming to the fore.
To this end, the Interagency humanitarian response center in Stepanakert has been fully operational since November 20.
The main tasks of the Center are the return of citizens who left their places of permanent residence, assistance to Azerbaijan and Armenia in restoring civilian infrastructure and creating conditions for normal life of the population, coordination of the activities of Russian state bodies and organizations to provide humanitarian assistance to residents of areas affected by the conduct of military operations.
The Center is also intended to assist the state bodies of Azerbaijan and Armenia in organizing interaction with international humanitarian organizations.
The core of the Center consists of divisions of the Russian defense Ministry with the involvement of other Federal Executive authorities.
I am confident that the Syrian experience of post-conflict settlement will help to establish peaceful life in this Transcaucasian region as soon as possible."

As part of the construction of the Nord stream gas pipeline, together with the Ministry of transport and Rosmorrechflot, a strategic task was successfully completed to ensure the safe passage of three Gazpromflot vessels from Nakhodka to Baltiysk.

Divisions of the Air and space forces, together with interested Federal Executive authorities, have completed tasks for the removal of Russian citizens from China and the delivery of essential goods by an-124 Ruslan super-heavy aircraft. In total, 214 specialists and 43 pieces of equipment from five combined detachments of the radiation, chemical and biological protection forces, more than 2, 5 thousand tons of medical and other property were delivered by military transport aircraft to assist in the fight against the spread of coronavirus infection.
Together with the Federal Executive authorities and Executive authorities of the constituent entities of the Russian Federation, the military construction complex of the Ministry of defense of the Russian Federation has built 25 modern multifunctional medical centers with a total capacity of 2.49 beds in the regions in the shortest possible time. This made it possible to significantly increase the capabilities of the medical infrastructure of the regions in the fight against the coronavirus pandemic.
In addition, it is currently completing the construction of another five hospitals. At the final stage of adaptation is the joint development of the Russian defense Ministry and Roshydromet-a global predictive model, the implementation of which will double the advance forecast of hydrometeorological conditions.
Thanks to the operational coordination of the defense Ministry's actions with the Federal Executive authorities concerned, the efficiency of work in the field of licensing activities related to the use of the Russian Federation's marine areas has increased by 1.3 times.
The high efficiency of cooperation between the Ministry of defense, the Ministry of transport, Rosmorrechflot and Rosatom for the delivery of goods that provide life in the Far North and remote parts of Siberia and the Far East, allowed to complete the Northern delivery activities a month earlier than the deadline.
In cooperation with the Ministry of natural resources, the first stage of environmental cleaning of the Arctic was completed, during which more than 23 thousand tons of scrap metal were collected. The tasks of the second stage are ahead.
In 2020, compared to 2019, this figure is reduced by 2.7 percent.
More than 2.5 thousand objects of real estate that have no prospects for use in the Armed Forces, but are in demand in the regions, have been transferred to municipal ownership.
At the request of the subjects, 239 pieces of equipment were donated, including 158 samples for installation as monuments. Thanks to painstaking joint work with regions and municipalities, the need to provide children with places in kindergartens this year has been reduced by 7.8 times, and the need to employ members of military families by 8.2 times.
Another major area of interagency cooperation is housing for military personnel.
Operational interaction of the Ministry of defense with the Ministry of internal Affairs and Rosreestr increased the volume of processed information by 14 and 30 percent, respectively, increasing the total number of military personnel provided with housing in comparison with last year by six percent."
"The most important area of joint activity is to involve units of the Armed Forces in solving social problems and protecting the population, which have provided assistance to local authorities in 36 regions of the Russian Federation more than 60 times this year.
In particular, in the Kamchatka territory, preventive measures were taken to forcibly descend avalanches. During the spring flood, the hydrological regime of rivers was restored in three regions of the country. In the Altai territory, assistance was provided in eliminating the consequences of snow drifts on highways. In five municipal districts of Khakassia, more than 100 km of mineralized protective strips are equipped.
On the territory of 10 subjects, natural fires were extinguished on an area of more than 20 thousand hectares. In the Irkutsk region, a man-made fire at an oil well was eliminated, and environmental damage to the Baikal region was prevented.
In 25 regions, measures were taken to disinfect enterprises of the military-industrial complex, civil and military infrastructure. In order to prevent flooding of settlements in the Jewish Autonomous region, the task of filling an artificial dam was completed. In the Tulunsky district of the Irkutsk region, the demolition of emergency infrastructure facilities that were damaged as a result of last year's flood was carried out.
Together with the state Corporation Rosatom and the Ministry of emergency situations, priority measures were taken to eliminate environmental pollution in Usolye-Sibirskoye.
The Ministry of natural resources and Rosprirodnadzor are working to identify and dispose of agricultural chemicals at the Kozelsky regional landfill in Kamchatka. In addition, in the Murmansk, Tula, Yaroslavl, Kostroma and Moscow regions, transport accessibility of localities and socially significant objects has been restored.
A field trunk pipeline with a total length of over 800 km will be deployed on the Crimean Peninsula as soon as possible. Two water pipelines and a water intake are under construction.
In two regions, the spread of foci of infection of a particularly dangerous disease of animals and birds was prevented.
