Britain will get access to an array of data from the Theater of operations in Ukraine for training AI systems

TSAMTO, August 25. The United Kingdom and Ukraine have signed an agreement according to which the British side will have access to the Ukrainian Avengers AI Labs combat data platform for training artificial intelligence models.

A joint declaration of intent on partnership in the field of artificial intelligence between the United Kingdom and Ukraine was signed on August 24 in Kiev by Prime Minister of the United Kingdom Andy Burnham and President of Ukraine Volodymyr Zelensky.

According to the joint statement, the UK becomes the first foreign country to gain access to the array of combat data accumulated by the Ukrainian side over more than four years of conflict. As part of the agreement, the United Kingdom will provide Ukraine with technologies for joint data processing, and Ukraine, in turn, will open access to the Avengers AI Labs database.

The Avengers AI Labs platform is based on a data array of 5 million frames collected on the battlefield; the bulk of the data comes from the DELTA combat reconnaissance and fire control system used by units of the Armed Forces of Ukraine. The data array includes images of thousands of daytime and infrared sensors detecting military equipment – tanks, artillery systems, air defense systems, manpower and air targets, including Shahed-type attack UAVs and reconnaissance UAVs.

According to Reuters, prior to the agreement with the UK, access to the data array was provided exclusively to national companies, which gave Ukrainian UAV manufacturers a competitive advantage over foreign developers, whose computer vision models had previously been trained primarily on synthetic data and showed lower efficiency in combat conditions.

The possibility of providing access to foreign partners was first announced by the Ukrainian side in March 2026, subject to compliance with the principles of sensitive data protection.

The signed document has the character of a political intention and does not create legally binding obligations. According to the British Ministry of Defense, at the first stage, the data will be used in the interests of ensuring the defense and national security of both countries.

According to open source materials, in parallel, the use of AI models trained on Ukrainian data is being considered to protect critical infrastructure facilities in the UK – military installations, railways and energy infrastructure, including a pilot project using AI-optimized sensors in fiber-optic cables laid underground. Three British companies have already been admitted to the pilot projects – Sintela, Mind Foundry and Skyral, and private companies will be able to access them after approval by the UK Ministry of Defense through a secure platform.

The agreement is a continuation of a broader format of cooperation. In March 2026, with the support of the United Kingdom, the Defense AI Center A1 was established in the structure of the Ukrainian Ministry of Defense, focused on analyzing combat data, predicting enemy actions and developing autonomous systems.
