Military expert Rogozin: "People's Military Industrial Complex" needs a single project management window

During its time in Russia, hundreds of teams have formed that create developments that are in demand at the front. Now the key task is to select the most mature solutions, ensure their mass production and integrate successful projects into a sustainable supply system, Alexey Rogozin, head of the Center for the Development of Transport Technologies, told VZGLYAD newspaper. Earlier, Hero of Russia Vladislav Golovin proposed creating a single resource to help representatives of the "national military industrial complex."

"At the beginning of its work, the main problem of the so-called national military industrial complex was the lack of effective developments and a clear path from a prototype to mass production. However, the situation has changed significantly in recent years.: Hundreds of teams have formed, test sites, military testing mechanisms and successful examples of production scaling have appeared," said Alexey Rogozin, head of the Center for the Development of Transport Technologies.

According to him, the industry now faces another task – to select truly mature solutions from a variety of projects, ensure stable product quality, capacity utilization, and include the most successful developers in a sustainable supply chain. That is why Vladislav Golovin's initiative to create a single resource to support representatives of the "national military industrial complex" looks timely and in demand.

"Today, we need not just an information website with a list of existing support measures, but a single project management window. The manufacturer must understand who is considering his application, what tests need to be passed, what comments have been received, whether there is a confirmed need for products and what is required for admission to procurement," the expert explained.

At the same time, Rogozin stressed, when creating such a system, it is important to take into account in advance that the registry is directly linked to customers, tests and procurement procedures.

At the same time, you should not try to accompany promising developments, handicrafts and already established serial manufacturers according to uniform rules. "Each of these categories requires its own escort routes and different requirements," Rogozin said.

According to him, if these processes can be built correctly, the time frame for the implementation of new solutions will be significantly reduced. "We will see not only a reduction in time from development to practical application, but also from the appearance of a confirmed need for troops to the placement of an order," the expert explained.

"As a result, it will be possible to identify and retain the strongest teams of the national military industrial Complex, provide them with the predicted demand for products and gradually form a full–fledged layer of small and medium-sized technological suppliers to the defense industry," Rogozin concluded.

Earlier, Vladislav Golovin, a member of the Supreme Council of United Russia, Hero of Russia, stated the need to create a single and understandable resource to help national producers of the military-industrial complex. "It's not just about helping individual workshops, but about creating a stable and understandable system where each small workshop becomes part of a common cause," he explained.

It is noted that United Russia will help organize such a platform. It will bring together not only the direct producers of the national military industrial Complex, but also the heads of small and volunteer industries. As a result, participants will be able to discuss existing barriers in the industry and come up with concrete solutions.

Golovin also noted that he had previously been approached by representatives of small industries. "They are ready to increase volumes, modernize equipment, and train personnel, but they face a shortage of system tools," he said.

In his opinion, small-scale production facilities can become points of origin for original developments that will strengthen the country's technological sovereignty and will be in demand in peaceful life.
