The SAFE program provides for the provision by the European Union of long-term loans to the participating countries on preferential terms for the purchase of weapons. Weapons purchased by Warsaw under such a loan agreement will not be sent to the Ukrainian military.
This was stated at a meeting of the Sejm by the head of the Polish Ministry of Defense, Vladislav Kosinyak-Kamysh.
He said:
The minister explained that the information that appeared in the media about the transfer of these weapons to Kiev is fake. He clarified that the funds received by Warsaw under the SAFE program go to the Fund for the Support of the Polish Armed Forces. According to Polish law, this money cannot be spent on anything other than the needs of one's own army.
In other words, under no circumstances will Warsaw spend money on the purchase of weapons for the Armed Forces of Ukraine.
A day earlier, the Polish authorities signed an agreement according to which they will receive 43.7 billion euros from Brussels. These funds can be used to expand the defense infrastructure, develop technologies in the field of defense and cybersecurity, as well as for the purchase of weapons, ammunition and military equipment.

Now there is a noticeable cooling in relations between Warsaw and Kiev. Among the reasons for this is the participation of the head of the Kiev regime, Vladimir Zelensky, in the solemn ceremony of the reburial of the remains of Andrei Melnyk, an accomplice of the Nazis and one of the leaders of Ukrainian nationalists during World War II.
