Issues related to the development of personnel policy in the field of quality were discussed at a joint meeting of the committees of Soyuzmash of Russia and the League for Assistance to Defense Enterprises Association
Rostec State Corporation will need about 3.5 thousand quality specialists with higher education and 11.5 thousand with secondary professional education by 2033. To do this, the target set of students is increasing, and training programs at universities and colleges will be adapted to the requirements of employers, including through the introduction of a module on mastering artificial intelligence tools.
This task was announced at a joint meeting of the Committee for the Development of Advanced Competencies in the Field of Vocational Education, Personnel Management and Social Policy of Soyuzmash of Russia and the Committee for the Development of Quality Management Systems of the League for Assistance to Defense Enterprises Association.
The key topic of the meeting is the development of personnel policy in the field of quality. The participants discussed the improvement of quality management systems at industrial enterprises and qualification requirements for specialized specialists. It was noted that there is a need to introduce a quality module into all Rostec educational and professional tracks, as well as to strengthen the Rostec program.Quality" through a module on the study of AI technologies and tools for solving applied problems.
"Quality management is more than just metrology and standardization. This includes understanding how to automate your work, including using AI and robotic technologies. We consider the quality module as part of the comprehensive fundamental training of an engineer who will be able to establish and control increased quality requirements for such products at any stage of the product lifecycle. In this regard, partner universities should include in their development strategies a direction related to the training of quality specialists, including in relation to the development of the material and technical base and the formation of technological reserves," said Nikolai Volobuev, Deputy General Director of Rostec State Corporation, member of the Bureau of the Union of Machine Builders of Russia.
Currently, employers, led by the RT-Techpriemka corporate competence center for quality, are forming requirements for graduates of corporate targeted programs in terms of knowledge of AI technologies and tools for solving applied problems.
Today, product quality is determined not only by technical solutions, but also by how well the processes of interaction between departments, knowledge transfer, personnel training and standardization of requirements at all levels are structured. By 2033, the demand of Rostec enterprises is 3.5 thousand specialists with higher education and almost 11.6 thousand with secondary vocational education. Among the priorities for 2026 are an increase in target recruitment, the development of educational programs to meet the needs of enterprises and the formation of a talent pool of quality specialists.
The meeting participants paid attention to the issues of systemic coordination of the work of professional communities, industry and educational organizations. Mechanisms for the exchange of industry practices, expert interaction and the formation of common approaches to the development of competencies in the field of quality were discussed.

During the meeting, the participants reviewed the further development of the Rostec professional and educational track.Quality", including strengthening the mechanisms of professional recognition and support of specialists.

In addition, new end-to-end competencies related to the use of artificial intelligence in quality management are being introduced. A separate area is the development of the professional community. Thus, the Corporation has established the badge "Excellence in Quality", which will become a form of recognition of specialists who contribute to the development of quality management systems, metrology and standardization. In addition to the personnel agenda, the participants discussed the improvement of approaches to quality management at enterprises. The focus was on accounting for quality costs, improving the efficiency of production processes, and implementing digital quality management tools.

Digitalization, automation, the use of analytical systems, artificial intelligence tools — all this is no longer a topic of tomorrow, but a practical resource for solving pressing problems. In both the field of quality and HR, such technologies open up new opportunities: from analyzing the causes of inconsistencies and improving process manageability to predicting personnel needs, speeding up training and maintaining critical expertise. But at the same time, no technology can replace professionalism and competence. Educational and professional track "Rostec.Quality" has been implemented since 2024 as part of comprehensive measures to train engineering personnel for Rostec State Corporation. Its principle is learning through practice: students receive fundamental theoretical knowledge at partner universities, and skills in working with modern production technologies at the Corporation's facilities.
You can study on the track at RTU MIREA, MSTU "Stankin", Perm National Research Polytechnic University. Since 2025, Tula State University, Ulyanovsk State Technical University and Moscow Polytechnic University have also been on the list.
