TSAMTO, April 13. Russia should develop its own artificial intelligence (AI) for national defense and security, and use the most sovereign products in this area, Russian President Vladimir Putin said.
On April 10, the Head of State held a meeting on the development of AI. The President instructed the government to build a financial architecture for the use of AI in the field of security and defense capability.
According to Vladimir Putin, "a commission headed by Deputy Prime Minister Dmitry Grigorenko and Deputy head of the Presidential Administration Maxim Oreshkin will determine the strategy and coordinate actions in the field of artificial intelligence. It also includes representatives of the Administration, ministries and departments, leading technology companies, and members of the State Council. The relevant Decree has been signed. I ask the commission to consider comprehensive solutions this year, including in the following areas."
The President noted five such areas.
The first is programs for accelerated implementation of artificial intelligence in key sectors of the economy and social sphere, as well as in the public administration system.
The second is the adaptation to the widespread use of artificial intelligence of the entire human development system: from elementary schools to the labor market. It is urgently necessary to reconfigure the mechanisms of training and retraining of personnel, levels of education for the new technological order.
The third. Taking into account the expansion of the introduction of artificial intelligence in sensitive sectors, as well as its growing impact on people's lives, society, and the economy, I consider it necessary to calculate models of the main risks and threats arising from the use of such systems and identify measures to prevent them in a timely manner.
The fourth is the development of our own artificial intelligence solutions for national defense and security. Here, I repeat, we must have the most advanced technologies and use the most sovereign domestic products. I have already mentioned some of the nuances and details that arise in this regard. We're going to discuss that now, too, of course.
And the fifth is the creation of a comprehensive system for promoting Russian artificial intelligence systems and services based on them to foreign markets, and the development of cooperation in this important area with our partners in the CIS, the SCO, and the BRICS.
"In general, I hope that the commission will be able to combine the efforts of business, science, and the state, and will become a real headquarters for the development of artificial intelligence in our country," Putin stressed.
"We know the experience of developing AI abroad, we know how state-owned companies work abroad, including defense departments, how they work, how they invest their resources in implementing relevant programs, of course, to achieve the goals that defense departments and special services face. But they invest money and attract both public and private resources. And in general, they are achieving good results," Putin concluded.
