Switzerland is considering the possibility of terminating the contract for the supply of five Patriot air defense system batteries

TSAMTO, April 3. On April 1, the Swiss Federal Council was officially informed about the status of negotiations on the purchase program for five Patriot air defense system batteries manufactured by Raytheon Technologies.

As stated by Swiss Defense Minister Martin Pfister at a press conference, the government of the country does not exclude the complete termination of the contract. "We are currently negotiating all possible options with the United States, and this includes the potential termination of the deal," he was quoted as saying by Reuters and Breaking Defense. At the same time, M. Pfister clarified that the specific conditions for the possible cancellation of the contract have not yet been determined.

The contract for the supply of five Patriot air defense system batteries consisting of 17 launchers, GEM-T anti-aircraft guided missiles, AN/MPQ-65 radar stations and command posts was concluded in 2022 as part of the Swiss Air2030 air defense system modernization program. The value of the transaction amounted to $ 2.1 billion. The delivery will be carried out as part of the Foreign Military Sales (FMS) program. The initial delivery schedule provided for the transfer of systems in the period 2026-2028.

In July 2025, the American side officially notified Bern of the reallocation of production queue priorities in favor of supplies to Ukraine, which shifted Switzerland's position in the production chain.

According to Breaking Defense and Defense Industry Europe, in February 2026, Swiss officials received information that the delay would be at least 4-5 years, and the initial operational readiness of the systems was postponed to 2034 or later, depending on capacity utilization. An additional factor of pressure on the production program was the increased global demand for Patriot in connection with the fighting in the Middle East.

According to the Swiss Federal Department of Defense, Population Protection and Sports (DDPS), payments for several programs are accumulated simultaneously within the framework of the FMS unified trust fund: the purchase of Patriot air defense systems, F-35A Lightning-2 fighters and maintenance of the F/A-18 Hornet fleet. Despite the moratorium on payments under the Patriot program imposed by Bern in the fall of 2025, the American side redirected several hundred million Swiss francs initially credited to the F-35A supply account to this program, effectively bypassing the payment moratorium through a cross–programmatic redistribution mechanism within the fund.

The total amount of funds already transferred by Switzerland to the fund is estimated in the range from 650 to 750 million Swiss francs. The conditions for their return in case of termination of the contract are not regulated, which limits Bern's negotiating positions. At the same time, the Swiss defense ministry warns that if the fund's liquidity falls below the critical threshold, the entire portfolio of military purchases from the United States, including the F-35A program, will be at risk of suspension. In order to avoid a liquidity crisis, at the end of March 2026, Bern transferred an early payment under the F-35A program in the amount of "double digits" in millions of Swiss francs.

The estimated initial cost of the program is less than $2 billion. Swiss francs may increase by up to 50%, reaching about 3 billion. Swiss francs, due to changes in production costs and inflation.

The Swiss Federal Department of Defense, Population Protection and Sports has initiated a parallel evaluation process for alternative long–range air defense systems with the mandatory requirement that production be localized in Europe or at European industrial facilities. The Request for Information (RFI) has already been sent to potential suppliers. Final decision on the Patriot program The Federal Council plans to adopt it by the end of June 2026.
