TSAMTO, January 23. The Russian army should be equipped with "smart" technology based on our own solutions, Russian President Vladimir Putin said on January 22 at a meeting on the development of microelectronics.

Vladimir Putin: Dear colleagues, good evening!
Today we will consider the development of the domestic electronics industry, specifically the development and production of electronic components and modern integrated circuits. Such technologies are among the most complex and knowledge-intensive areas.
The leading states and associations – the United States, China, and the EU countries – are now focusing on strengthening sovereignty over the main elements of the electronics production chain, because it is absolutely obvious to everyone that economic and technological development, technological leadership in the field of artificial intelligence, space, communications, digital technologies, and quantum computing cannot be ensured. It's just difficult, but impossible without competitive integrated circuits and an electronic component base. This is, as they say, the foundation of the basics.
And finally, with regard to security and defense. All modern, and even more promising, types of weapons are becoming more demanding of the effectiveness of the electronic component base. Obviously, the Russian army must be equipped with "smart" technology based on our own solutions. This fully applies to the civil sphere, by the way.
I would like to note that we have created certain groundwork in such a sensitive technological field, have strong scientific schools in a number of areas, and an appropriate infrastructure for testing and manufacturing electronics products is being formed. The photonics center was opened at the end of last year. Integrated circuits that can significantly increase the data transfer rate will be produced at this site.
Meanwhile, it is necessary to step up efforts to create a domestic technology platform in the field of microelectronics. You and I, along with many of those present here, have been returning to this issue for many months now, both face–to-face and in a broader context. We are constantly talking about this. It is necessary to strengthen those positions where we already have advantages, to closely integrate the work of scientists with companies, with the real sector of production.
In general, the efficiency of managing the development of domestic electronics should be radically improved. I also know about the idea of creating an appropriate interdepartmental commission. Here, of course, it is important not only to form and formulate such a structure, but also to ensure that all issues and decision-making in this area are dealt with in a highly operational manner.
I will ask both the Presidential Administration and the Government to determine the details of the work of such a commission. I consider it necessary that it be headed by Denis Valentinovich Manturov, First Deputy Chairman of the Government of the Russian Federation, and Andrei Alexandrovich Fursenko, Assistant to the President of Russia.
