Vladimir Putin discussed the fulfillment of the state defense order at a meeting with Denis Manturov.

TSAMTO, January 12th. On January 12, Russian President Vladimir Putin held a working meeting with First Deputy Prime Minister Denis Manturov.

The issues of industrial development over the past year, fulfillment of the state defense order and product diversification of defense industry enterprises, and the results of the work of the rocket and space industry were discussed.

D. Manturov: As for the military-industrial complex. Our enterprises have generally fulfilled all the tasks of the state defense order. We have placed and will continue to place special emphasis on weapons and military equipment for the tasks of a special military operation. You have already mentioned these figures several times, including at the final board meeting at the Ministry of Defense and at the end of last year at a meeting to coordinate the parameters of the state armament program. In some cases, this is several times, in others it is a multiple.

Given that we have reached such a pace on your instructions, it is important to maintain it. And taking into account the approval of the final version of the state armament program and the gradual balanced approach to procurement, we, together with the Ministry of Defense, the Ministry of Industry and Trade, and the Ministry of Finance, have come to the main parameters and to an understanding of how this product line will be balanced over the years, taking into account the fact that we see an increase in labor productivity at defense enterprises.- industrial complex.

What is the reason for this? First of all, due to large-scale technical re-equipment during the implementation of the state program for the modernization of the military-industrial complex, and, of course, over the past three years, large funds have been invested from the federal budget, and the enterprises themselves have actively invested. Despite the fact that a total of 3 million 800 thousand people are involved in the defense industry, 800 thousand people have been added in the last three years alone, and we still see an increase in labor productivity.

Vladimir Putin: This is a very important question. And I would ask you to "clean out" the factor of the second shift and essentially look at what is happening with labor productivity, including in the defense industry sector.

Dmitry Manturov: Mr President, we will do so. And we agreed, including in the framework of your meeting on achieving the GPV indicators for 2027-2036, as projects are implemented, increasing labor productivity, of course, this should have an impact, including on prices, on their maximum efficiency. In this way, we will be able to supply more weapons and military equipment within the allocated volumes.

In total, more than a thousand new and upgraded military equipment were tested on the front line in 2025. In the near future, we also plan to demonstrate an additional amount, literally this quarter. Of course, all this is reflected in the request for the export of weapons and military equipment. First of all, this concerns samples of air defense, aviation equipment, and multiple launch rocket systems. There is great interest in our unmanned systems and electronic warfare systems.

I can give you the figures: until 2022, the maximum volume of the portfolio was 55 billion dollars. To date, this is a record, it is $70 billion in contracts already signed. And I think this trend will continue, because the equipment tested as part of a special military operation is advancing itself.

Another vector of further sustainable development of the defense industry, Vladimir Vladimirovich, is associated with the continuation of diversification processes. No one has removed this priority task, which you set back in 2016, as the pace of purchases will decrease in the previous state armament program. But even with today's increased volume of orders, our growth in civilian products produced at defense industry enterprises has been 10 percent per year over the past three years. And at the end of 2025, we reached the previously agreed parameters, surpassing 30 percent of the share of civilian products in the enterprises of the military-industrial complex. In particular, this applies to modern railway transport, road construction equipment, medical equipment, pharmaceuticals, consumer electronics and telecom devices.

We will continue to expand the number of civilian projects that will be carried out by defense industry enterprises, especially considering your instruction to use the production base of fixed assets that have been updated over the past three years.

And first of all, of course, we expect that defense industry enterprises will be active participants in technological leadership projects and national projects in this area.

Another important industry segment that you mentioned is related to the development of the rocket and space industry. In 2025, revenue growth in the space industry amounted to 10 percent. This has a positive effect on the Roscosmos state corporation, as the average salary is growing, and labor productivity is also growing.

Last year, the Corporation carried out 17 space rocket launches, with a separate launch of Angara-A5 from the Plesetsk cosmodrome. She launched a satellite for the Ministry of Defense into geostationary orbit. I can say that previously we could only perform such tasks from the Baikonur cosmodrome. Therefore, this is the first such comprehensive result. At the same time, it is an environmentally friendly rocket, it uses oxygen-kerosene. Before that, it was heptyl.

The next stage will be the large–scale use of Angara from the Vostochny cosmodrome, including for tasks on our Russian orbital station, and subsequently for manned space exploration and for carrying out tasks in the lunar direction, which is reflected in the national program, the national Cosmos project.

In general, our satellite constellation has increased its number from 288 to 300 spacecraft in 2025. Starting in 2026, we will start providing services for remote sensing images of the Earth in a new way. On your instructions, the entire regulatory framework has been formed, and money has been allocated in the budget, 5 billion rubles.

Vladimir Putin: In the budget of departments.

Dmitry Manturov: Absolutely, there are 11 customers in the budget, which is 5 billion for a start. And as we implement this practice, we expect that it will pay off in the future, and as you set us the task, we will maximize the use of private businesses that will carry out work in this area, among other things. I hope that in this way we will accelerate the pace and participate in such a difficult race with the world leaders in the space industry.
