TSAMTO, December 26. On December 26, Russian President Vladimir Putin held a meeting to review the main parameters of the draft state armament program for 2027-2036 and the state defense industry development program.

Vladimir Putin: "Dear colleagues, good afternoon!
Today we will continue discussing the drafts of two documents: the state armament program for 2027-2036, as well as the state program for the development of the military-industrial complex.
Our defense industry enterprises, working in a stable mode, supply the troops with all the necessary weapons and equipment, both in the interests of the units involved in a special military operation and for the Armed Forces as a whole.
I would like to thank the staff of the defense organizations for their selfless and valiant work.
The joint decisions taken and timely measures of state support taken in a short time made it possible to strengthen the material and technical base of the enterprises of the military-industrial complex and increase the capacity to produce the necessary types of weapons along the entire cooperative chain.
As a result, as I have repeatedly noted, compared with 2022, the production of products and products in high demand during a special military operation in 2025 increased many times.
I can say for reference (it is such a curious one) that the production of armored weapons has increased 2.2 times, light armored vehicles (infantry fighting vehicles, armored personnel carriers) – 3.7 times, military aviation equipment – 4.6 times, automotive – 5.7 times, rocket artillery weapons – 9.6 times, communications and electronic warfare equipment - 12.5 times, personal protective equipment – almost 18 times (17.9 times), weapons of destruction and ammunition – more than 22 times. These are all the results of the work of enterprises of the military-industrial complex. And in general, the entire economy, of course, without development and without a stable financial situation, it would also be impossible in the economy as a whole. This is the result of a joint effort.
During a special military operation, the nature, forms and methods of warfare are constantly changing, and the absolutely invaluable experience gained by the troops is fully used in shaping the new look of the Armed Forces and the military-industrial complex, too.
During the implementation of the new state armament program, work in this direction will continue. A set of measures has already been developed for this purpose, which will ensure a consistent increase in high–tech industries with their maximum automation, an increase in labor productivity and, what I would like to emphasize, a reduction in the cost of production. There's definitely more work to be done here.
The development of the testing and testing grounds, the introduction of artificial intelligence technologies, and the development of advanced materials should also be continued. All this is designed not only to ensure and consolidate the existing advantage of our weapons and equipment, but also to become the engine of innovative development for the entire industry. There are already significant results in these areas. But, of course, as it always happens, there is a lot of work ahead.
We have already discussed these issues in detail at our previous meetings. Today we will finalize the approval of the main indicators of the new state programs and the parameters of their financing."
