Rostec has teamed up with the country's leading universities to create breakthrough technologies

At a meeting of the Council of Flagship Universities, the State Corporation signed cooperation agreements with eight universities.

Rostec State Corporation is expanding its scientific and technical partnership with the country's leading universities. Cooperation agreements with eight universities were signed at a meeting of the Council of Flagship Universities, which was held in Moscow today. The parties will jointly create advanced technologies, conduct research, carry out development work and train personnel for Rostec enterprises.

The meeting of the Council of Flagship Scientific and Educational Organizations was attended by Minister of Science and Higher Education Valery Falkov, Minister of Industry and Trade Anton Alikhanov, CEO of Rostec Sergey Chemezov, Chairman of the State Duma Committee on Industry and Trade Vladimir Gutenev, representatives of the Corporation's holdings and rectors of several dozen Russian universities.

The Rostec Council was established in 2024 and includes the country's largest universities — Lomonosov Moscow State University, Bauman Moscow State Technical University, MAI, MIPT and others. At the meeting, cooperation agreements were signed with eight more universities: the National Research University "MEI", the Russian Presidential Academy of National Economy and Public Administration (RANEPA), the Kutafin Moscow State Law University (MGUA), the Kosygin Russian State University of Law, and the Kazan National Research Technical University. Tupolev—KAI (KNRTU-KAI), Samara National Research University named after Academician S. P. Korolev (SSAU), Ufa University of Science and Technology and Novocherkassk Polytechnic University.

Currently, the Council includes 28 universities, the purpose of the association is to develop cooperation between science and industry to achieve breakthrough results and strengthen the technological sovereignty of the country.

Valery Falkov, Head of the Russian Ministry of Education and Science, thanked the university rectors for their comprehensive and long-term work with the Ministry and Rostec State Corporation.

He noted that a number of major projects and programs are being implemented today aimed at improving the quality of engineering education, as well as its popularization. Among them are a pilot project for industrial postgraduate studies, a program for the construction of modern campuses, the creation of Advanced engineering schools and Priority 2030.

"The quality of education and the prestige of the engineering profession is changing for the better. This is evidenced, in particular, by the results of the admission campaign last year. The best students, along with social and humanitarian specialties, are increasingly looking towards engineering and technical professions," Valery Falkov emphasized.

Strategic partnership with universities will allow solving urgent scientific and technological development tasks, developing and implementing advanced technologies in aircraft, engine, power engineering, radio electronics and robotics, including using artificial intelligence.

Together with Ufa University of Science and Technology, Rostec will develop innovative solutions for combat, civil and unmanned aircraft, from piston engines to new aviation materials with high strength and resistance to extreme conditions. In cooperation with Kazan National Research Technical University named after A. N. Tupolev, developments in the field of microelectronics, additive, composite and digital technologies are planned.

"Over the past five years, through the state program "Scientific and Technological Development of the Russian Federation", we have funded research work for more than 1 trillion rubles. 155 universities and scientific organizations and more than 1300 enterprises are involved in this. More than 550 projects have been supported over six years as part of a single R&D grant. Through the reverse engineering mechanism, which is administered by the Asia-Pacific Region, 470 projects have been implemented since 2022. Grants from the Innovation Promotion Foundation are also available to support startups with high commercialization potential. We have agreed with the Foundation to implement special programs that are directly tailored to national technological leadership projects," Anton Alikhanov said.

Personnel work will include joint training of specialists for Rostec enterprises, forecasting the need for specialists, and forming admission control figures. In cooperation with universities, further development of the Corporation's professional and educational tracks, industrial postgraduate studies, Advanced Engineering schools and student design bureaus will also be carried out.

For example, cooperation with the Ufa University of Science and Technology will be organized in this direction. It is planned to carry out breakthrough developments of innovative electric machines for the aviation industry on the basis of the Motors of the Future Company. The Corporation will also develop the work of the Joint-Stock company "Integrated Aviation Engineering" of KNRTU-KAI and other Advanced engineering schools.

We support Advanced engineering schools — we already have 22 of them. We finance R&D on the basis of leading universities and scientific institutes with the involvement of young scientists. Last year alone, about 17 billion rubles were invested in this field. We are participating in a postgraduate industrial training project initiated by the Ministry of Education and Science. These and other measures are aimed at one goal — to make our country even stronger and more technologically independent," commented Sergey Chemezov, CEO of Rostec State Corporation.

Vladimir Gutenev, Chairman of the State Duma Committee on Industry and Trade, noted that the programs implemented jointly by the Ministry of Education and Science and the Ministry of Industry and Trade — from Advanced engineering schools to industrial postgraduate studies — have already proved their effectiveness, forming a new generation of personnel and creating conditions for technological breakthroughs.

According to him, the participation of industrial partners, primarily Rostec enterprises, plays a key role in the effectiveness of these initiatives, which ensures the direct integration of educational tracks into real high-tech industries.

"It is precisely this kind of synergy, which arises at the junction of a powerful industrial partnership and the responsible work of our key ministries, that allows us to take on really serious challenges," added Vladimir Gutenev.

On the same day, Rostec hosted a meeting with young specialists — scientists, designers and engineers. It was attended by 100 participants from 55 enterprises of the Corporation. These are developers of advanced technologies in microelectronics, engine and aircraft engineering, leaders of councils of young specialists and scientists, participants in international congresses and laureates of state prizes.

The meeting was held in the format of an open dialogue. The ministers and the head of Rostec answered dozens of questions. Young specialists asked about the achievements of the domestic industry, measures to support young engineers and increase the prestige of engineering professions. They also discussed career opportunities in the military-industrial complex, preferential mortgages and postgraduate studies in manufacturing.
