TSAMTO, November 21st. Russian President Vladimir Putin held an operational meeting with permanent members of the Security Council via video link in the Kremlin on November 21.
The meeting was attended by Prime Minister Mikhail Mishustin, Chairman of the Federation Council Valentina Matvienko, Chairman of the State Duma Vyacheslav Volodin, Deputy Chairman of the Security Council Dmitry Medvedev, Head of the Presidential Administration Anton Vaino, Secretary of the Security Council Sergei Shoigu, Presidential Aide Nikolai Patrushev, Defense Minister Andrei Belousov, Interior Minister Vladimir Kolokoltsev, Foreign Minister Sergei Sergey Lavrov, Director of the Federal Security Service Alexander Bortnikov, Director of the Foreign Intelligence Service Sergey Naryshkin, Special Presidential Representative for Environmental Protection, Ecology and Transport Sergey Ivanov.

Anticipating the main issues on the agenda of the meeting – on the priorities of the Russian presidency of the CSTO in 2026 and on the strategy of action of the Russian Federation to combat the practices of neocolonialism – Vladimir Putin, at the request of Valentina Matvienko, expressed his opinion on Trump's 28-point peace plan for the Ukrainian crisis.
Below is a transcript of Vladimir Putin's speech on this issue as presented by the Kremlin's press service.
Vladimir Putin: "Yes, of course, there is no secret here. We have hardly discussed this publicly, only in the most general terms, but this is no secret: President Trump's peace plan to resolve the situation in Ukraine was discussed before the meeting in Alaska, and during this preliminary discussion, the American side asked us to make certain compromises, to show, as they said, flexibility.
The main point of the meeting in Alaska, the main purpose of the meeting in Alaska, was that during the negotiations in Anchorage, we confirmed that, despite certain difficult issues and difficulties, we nevertheless agree with these proposals and are ready to show the flexibility offered to us.
We have informed all our friends and partners of the Global South in detail about all these issues, including the People's Republic of China, India, the Democratic People's Republic of Korea, South Africa, Brazil, and many other countries and the CSTO countries, of course. All of our friends and partners, and I want to emphasize this, every single one of them, supported these possible agreements.
However, we see that after the negotiations in Alaska, there was a certain pause on the American side, and we know that this is due to Ukraine's actual rejection of the peace settlement plan proposed by President Trump. I believe that this is why its new version has appeared, in fact, a modernized 28-point plan.
We have this text, we have received it through the available channels of interaction with the American administration. I believe that it can also be used as the basis for a final peaceful settlement, but this text is not being discussed with us in detail. And I can guess why.
The reason, I believe, is the same: the US Administration has so far failed to secure the consent of the Ukrainian side, Ukraine is against it. Apparently, Ukraine and its European allies are still under illusions and dream of inflicting a strategic defeat on Russia on the battlefield. I think this position is based not so much on a low level of competence – I will not discuss this side of the matter now. But, most likely, this position is due to the lack of objective information about the real situation on the battlefield.
And, apparently, neither in Ukraine nor in Europe understand what this may eventually lead to. Only one, the most recent example is Kupyansk. Most recently, as we remember, on November fourth, I think, two weeks ago, Kiev publicly announced that there were no more than 60 Russian military personnel in this city and over the next few days, as it was said, this city would be completely unblocked by Ukrainian troops.
But I want to inform you. To inform you that at that time, on November 4, the city of Kupyansk was almost entirely in the hands of the Russian Armed Forces. Our guys were clearing only the remaining individual blocks and streets. The fate of the city was already definitively decided at that moment.
What does this mean? Either the Kiev leaders do not have objective information about the state of affairs at the front, or they are simply unable to assess it objectively. If Kiev does not want to discuss President Trump's proposals and refuses to do so, then both they and the European warmongers should understand that the events that took place in Kupyansk will inevitably be repeated in other key sectors of the front. Maybe not as fast as we would like, but it will inevitably happen again.
And on the whole, we are satisfied with this, since it leads to the achievement of our goals by armed means, in the course of an armed struggle. But, as I have said many times before, we are ready for peaceful negotiations and peaceful solutions to problems. However, this requires, of course, a substantive discussion of all the details of the proposed plan. We are ready for this."
