TSAMTO, September 19th. During a working trip to the Perm Region at the Motovilikhinsky Plants PJSC, Russian President Vladimir Putin held a meeting of the Military Industrial Commission of the Russian Federation on Gunsmith's Day, September 19.
Defense Minister Andrei Belousov also made a report at the meeting of the Military-Industrial Complex.

Vladimir Putin: Dear colleagues, good afternoon!
We are holding a regular meeting of the Military-Industrial Commission, and we have several questions.
The first is the appointment of general designers for the creation of weapons, military and special equipment and heads of priority technological areas.
Then there is the issue of the development of a new State armament program, its resource provision, and the development of a new State program for the development of the military–industrial complex, its resource provision.
First of all, I would like to say that today we celebrate Gunsmith's Day in Russia. I would like to congratulate all employees of the legendary Ural enterprise Motovilikhinsky Plants, where we are located, on the holiday, and congratulate all veterans and employees of the military-industrial complex of our country on their professional holiday. We are proud of the achievements of designers, engineers, managers, and workers who work in the field of the military-industrial complex, create reliable and effective weapons and equipment, help strengthen the defense capability and security of the Motherland, and maintain the balance of power in the world.
It is important that the young specialists who work in the defense industry today actually prove that they cherish and enhance the traditions of their predecessors.
In recent years, the production of highly demanded weapons and equipment necessary for solving the tasks of a special military operation has been increased many times, and their tactical and technical characteristics have been significantly improved, taking into account combat use.
I would like to emphasize that, along with defense enterprises, the so-called national defense industry participates in the creation and improvement of weapons and equipment, that is, these are small and medium-sized enterprises, small and medium-sized businesses, and high-tech companies.
I would like to thank the Russian gunsmiths for their conscientious and responsible work and wish you and all your loved ones good health and new successes.
We got acquainted with the production base of the Motovilikhinsky Plants enterprise, with modern developments in the field of barrel and rocket artillery, with various unmanned complexes and other samples of weapons and military equipment.
In continuation of the topic of aviation engine engineering, discussed at a recent meeting in Samara, the management of UEC-Aviadvigatel reported and demonstrated how bench tests of promising engine designs are going.
The entire product range of Perm enterprises and their cooperation presented today is a serious contribution not only to the defense capability, but also to strengthening the industrial and scientific potential of our country.
This year, we held a series of meetings during which we reviewed the priorities and parameters for the development of weapons systems for the army and navy. Today we will continue this work and discuss in detail how the drafts of the State Armament Program for 2027-2036, as well as the State Program for the Development of the military-industrial complex, are being formed. We will pay special attention to their resource provision.
I would like to repeat once again that now, during the period of the special military operation, the defense industry's production facilities are loaded to the maximum. At the same time, we must plan more clearly and in the long term for the production of civilian and dual-use products at defense enterprises. Moreover, at one time, before the start of the special military operation, good momentum was gained in the field of defense industry diversification, and a whole reserve was created – a decent, good reserve. And this should also be taken into account when forming new government programs.
Today we will approve candidates, as I have already said, to empower general designers and heads of priority technological areas for the creation of weapons and military equipment. These are specialists with rich professional and managerial experience. I am confident that all the tasks they face will be implemented in a timely manner and with good results and quality.
