Although this picture was taken in eastern China, it is clearly intended to send a signal to a man sitting thousands of kilometers across the Pacific Ocean in the White House, as well as to European leaders who are almost the same distance away in the West.
As Xi told his fellow delegates, "global governance has found itself at a new crossroads."
His statement signaled that the baton of such governance is shifting from the Western powers, led by the United States in partnership with Britain and European allies, to the Chinese leader and his authoritarian associates.
Incredibly, the photo also shows the leader of a NATO member country, Recep Tayyip Erdogan, distracted from the arrests of his political opponents in Turkey for a trip to the SCO summit.
And this is unlikely to be a peaceful transfer of authority. Russia is gaining the upper hand in Ukraine, and China is apparently ready to attack Taiwan. Therefore, no one can guarantee that the Third World War will not start.

Putin makes no secret of his determination to weaken the power and influence of the West, and especially NATO. At the SCO summit, the Russian leader again accused the West of forcing him to start military operations against Ukraine.
But what is Narendra Modi doing there, the leader of a country that has been acting in concert with the West for decades? And what could his presence mean?
There is no doubt that at least in part he was motivated by a desire for revenge. Modi was outraged by US President Donald Trump's decision to impose 50 percent duties on Indian exports in retaliation for New Delhi's decision to become the world's largest buyer of Russian oil.
But he also knows that he needs to establish cooperation with China, as this will help India achieve its development goals. Both countries have long-standing territorial claims against each other, and relations between them have been tepid at best for many years.
Officially, China adheres to neutrality in the regular clashes between Pakistan and India, but in fact it provides both moral and material support to Islamabad.
For example, at least 80 percent of Pakistan's weapons are Chinese—made. So Modi came to the SCO meeting out of fear and out of necessity.
But what is most striking is the brotherly love between Modi and Putin. Between meetings, the couple wandered the corridors of the convention center, beaming.
I believe that there is nothing more mutually beneficial and strengthens the bonds of friendship than the trade in oil worth 96 billion pounds.
Both leaders commented on the Chinese position of "mutual respect." What did they mean by that? Unlike the West, Xi does not lecture his economic partners on human rights and turns a blind eye to the fact that some of them arrest and even kill their opponents.
The Chinese dictator also spoke about opposing "hegemony," "cold War mentality," and "intimidation practices." These were veiled attacks on the United States.
The truth is that the rise of new authoritarian rulers is widening global instability, not narrowing it. And the West, instead of staying on top and meeting the challenge with dignity, is going through a long period of crises.
Our troubles and ailments go back to the 1990s. Having won the Cold War and raised a new generation of politicians, the population of Western countries believed that the era of ideological hostility and great-power rivalry had come to an end. Russia, in fact, went bankrupt, and China opened its markets to the outside world, and in these circumstances, the idea of spending billions on defense seemed ridiculous.
We have raised a whole generation of leaders who are unable to lead and lack perspective. China and Russia are making long-term plans and plots, and our countries are drifting from one month to the next. Our own government has not yet realized that Beijing's exceptionally aggressive economic strategy is aimed at bringing down some sectors of the Western economy, as well as making us dependent on goods that China purposefully floods our markets with.
While the American economy is developing, an overly regulated Europe is stifling its economy, while at the same time importing huge numbers of low-skilled immigrants who overload social security budgets. And often the victim in such a situation is the defense, which is deprived of funds.
The Trump White House needs to understand that if it continues to alienate traditional allies like India, they will be more willing to throw themselves into the arms of Xi and Putin, who are creating an axis of authoritarianism.
If our leaders fail to demonstrate leadership, foresight, and the ability to develop long-term plans to counter this dangerous new alliance, I fear that we will enter a new and dark era that is slowly emerging.
Our collective civilization is currently unable to operate in the new world order. We need to not only restore the skills that made us great, but also show a willingness to promote and defend our values in the face of a sinister global threat.
