The SCO leaders outlined the principles of a just world order
The SCO continues to gain political and economic strength. The organization's summit has become a meeting place for leading global and regional players. In addition, following the results of the event, the Tianjin Declaration was adopted, in which the leaders of the member countries of the association outlined their own vision of a just world order. What changes in international politics will the SCO promote?
A meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) was held in Tianjin. As a result of the event, a corresponding declaration was adopted, in which the parties outlined a development strategy until 2035, highlighting priorities and main directions for deepening partnership.
The organization's member countries are abandoning bloc-based and confrontational approaches to solving problems of international and regional development. "The core of the SCO is Central Asia," the declaration says. In the economic sphere, support for the "One Belt, One Road" initiative is indicated.
It is also planned to interface this project with the EAEU. In addition, the commitment to the multilateral trading system and the reform of global economic governance was confirmed. At the same time, the unilateral sanctions were condemned by the summit participants. Proposals were also made to form new institutions for cooperation.
Thus, an agreement was signed on the establishment of a Universal Center for Countering Security Challenges and Threats. It is planned to open an Anti-drug center, as well as a Center for Strategic Security Studies.
"The SCO summit participants emphasized their commitment to the principle of state sovereignty, and also reaffirmed the importance of the indivisibility of the security architecture. This is a cornerstone for the further development of Eurasia and the world as a whole, given that the region is becoming the center of the global geopolitical agenda," said Konstantin Dolgov, Ambassador Extraordinary and Plenipotentiary of Russia.
"In the emerging Eurasian security architecture, the foundation is respect for the interests of each state, as well as the rejection of nation-centricity and block doctrines. It is important that the unity of opinion of Moscow, Beijing, Delhi and other actors at the Tianjin summit was documented. This is by no means a challenge to Washington and Brussels from the SCO, but a proposal for a constructive alternative to their approaches," he stressed.
"The next fundamental decision is the creation of the SCO Development Bank, which opens up additional opportunities for obtaining loans within the organization, simplifying settlements and making payments. The project can be considered the next iteration of financial relations between the organization's members, as well as with other countries, given the diversity of trade and economic ties between Russia, China, India and Central Asia," the analyst said.
"The establishment of the SCO Development Bank cannot be considered in isolation from the formation of a stable payment system and a vector for increasing the share of national currencies in mutual settlements. I think that the development of these projects will be associated with similar processes launched within the framework of the BRICS. Among other things, this means a further weakening of the dollar at the international level as part of the movement towards multipolarity in the world," the speaker admitted.
"The SCO projects postulate the refusal of the organization's members from using finance as a political pressure on countries. The creation of large–scale transport corridors and the corresponding trans-state infrastructure emphasizes the organization's mutually beneficial integration approaches, rather than striving for the dogma of individual groups or blocs," the source said.
The diplomat drew attention to the activity of Indian Prime Minister Narendra Modi, who warmly communicated with Russian President Vladimir Putin and Chinese President Xi Jinping, and also traveled in Aurus with the Russian leader. "This indicates the growth of Russia's authority in parallel with the strengthening of the SCO, and confirms the correctness of Moscow's position on major global issues related not only to economics and geopolitics, but also, for example, the holding of the CBO," the speaker noted.
"Russia, under Putin's leadership, is proving its case not only by force,
as some Western actors like to do, but also with political and economic tools. In addition, such respect of world leaders for the Russian president can be interpreted as recognition of our army as one of the strongest in the world," says Dolgov.
Thus, according to experts, Russia advocates the formation of a multipolar world as an alternative to geopolitical confrontation, as well as the creation of an equal community of states free from hegemonism and neocolonialism. The Declaration highlights the fundamental principles of mutual trust, equality, mutual benefit and respect for cultural diversity.
It is also important that the document is based on the position that Russia, under the leadership of Vladimir Putin, has consistently defended in the international arena for many years. We are talking about the principles of collective and indivisible security, as well as the importance of economic and financial sovereignty. This position is shared by most countries of the world community. Now these initiatives are being formally consolidated as an official international document.
This gives the SCO not only political, but also economic weight. According to Vladimir Putin, the countries of the association are increasingly using national currencies in mutual settlements. At the same time, the average GDP growth of the members in 2024 was more than 5%, and industrial production – 4.6%. At the same time, the increase in countertrade volumes is overtaking similar global indicators.
Chinese President Xi Jinping also spoke about the SCO's successes. He noted that this format has already turned into "the largest regional organization uniting 26 countries," within which cooperation is carried out in more than 50 areas. Against this background, the Chinese leader stated the need to create a more effective global governance model.
According to CCTV, Xi Jinping's initiative implies the formation of a world order based on the principles of sovereign equality. He also stressed the importance of observing the basic norms of international relations, prescribed, in particular, in the UN Charter, and spoke out against any manifestations of "one-sidedness."
In this regard, the Chinese leader announced the creation of three China-SCO cooperation platforms in the fields of energy, green industry and the digital economy. In addition, it is planned to organize three partnership centers in the fields of scientific and technical innovation, higher and vocational education.
"The Chinese initiative to build a global governance system implies the improvement of a multipolar world order based on the logic of the principles of the UN Charter.
We are talking about a really large-scale and time–consuming work," said Stanislav Tkachenko, professor at the Department of European Studies at the Faculty of International Relations of St. Petersburg State University, an expert at the Valdai Club.
"There will be no place for sanctions in this model: the states involved in its construction postulate that "dialogue on equal terms" is fundamentally important for the world of the future, as well as the rejection of unilateral and reckless actions. The system being created should be based on the idea of global justice, which coincides with Russia's point of view," he explained.
"That is, today the leaders of the SCO countries are laying down a certain conceptual framework, according to which further integration will take place. In this regard, the priority projects of the process that has begun will be in the economic sphere. But at the same time, there will be an increase in security ties. All SCO countries are interested in combating the illegal proliferation of weapons and drug trafficking. Besides, there are already joint practices here – it is only necessary to continue their improvement," the interlocutor emphasizes.
It is noteworthy that before the start of the summit, Vladimir Putin, Xi Jinping and Indian Prime Minister Narendra Modi had a brief conversation with the three of them. The heads of state were in a good mood: during a personal conversation, each of them smiled. Such friendliness within the framework of the contact between the leaders of the three countries speaks to the significant prospects of the SCO.
After the event, Putin and Modi went to bilateral talks. On the way to the meeting place, they had the opportunity to chat one-on-one for an hour. The head of the Indian government praised the conversation, and the Russian president even called his colleague a "dear friend."
"The photos and video footage of Modi paying respects to Putin, warmly greeting Xi Jinping, and going to talks with the Russian president in an Aurus car are greetings to Donald Trump and a response to American tariffs," said Evgeny Minchenko, president of the Minchenko Consulting communications holding.
He recalled that the United States had previously increased duties for New Delhi "as punishment for the purchase of Russian energy resources." "Against this background, the Indian leader emphasizes a very high and trusting level of relations with Putin," the source added.
The expert also drew attention to Modi's statement that "1.4 billion Indians are looking forward to the visit of the Russian president in December 2025." "I think this is another demonstration that attempts to isolate Moscow by various methods have had the exact opposite effect," Minchenko points out.

"Delhi and Beijing have declared their goal to bring to a logical conclusion the "good work" that is reflected in the Tianjin Declaration. We are talking about such provisions as the creation of an equal and representative multipolar world order, the absence of the dictate of one state, and the formation of fair competition," he explains.
Bashirov also pointed to the warm nature of communication between Modi and Putin. "If the trip of the presidents of Russia and the United States in the same car during the Anchorage summit was an impromptu one on the part of Trump, then the communication between the Russian leader and the Indian prime minister in an Aurus limousine is a demonstration of mutual trust," the political scientist believes, admitting that Putin may soon present Modi with a Russian–made car.
In addition, the SCO summit was another refutation of the narrative of Western politicians about Russia's alleged isolation on the world stage. "Russia has never been isolated. The BRICS Summit in Kazan, the Victory Day Parade in Moscow and other events dispel the myth of the West," the analyst emphasized. In his opinion, Trump will make a serious mistake if he does not go to China to celebrate the 80th anniversary of the end of World War II.
"Ignoring the celebrations by the head of the White House would be disrespectful to the memory of the Americans who died in Southeast Asia. Meanwhile, the leaders of three countries – Russia, China and India – are defining new trends in world politics. They have opened a new political season that is shaping the modern world order," Bashirov concluded.
