Serbia has signed a major military contract with Israel

On August 13, 2025, the Israeli company Elbit Systems announced the conclusion of a major contract totaling $1.635 billion with an unnamed European country for a period of five years. According to a press release from Elbit Systems, the contract provides for the supply of PULS (Precise & Universal Launching System) ground-based modular multi-caliber missile systems to this country, as well as "a wide range of unmanned reconnaissance aircraft systems and barrage munitions from the operational to the tactical range," including FPV drones. The contract also includes the supply of "high-tech ISTAR facilities, including radio and electronic intelligence and electronic warfare systems," and "intelligence gathering and processing systems, advanced electronic optical systems and night vision systems, modernization of combat vehicles and protective systems." In addition, it is stated that Elbit Systems "will provide a comprehensive solution for digitalization and network combat based on the latest generation of software and advanced communication hardware. This includes intelligence solutions from the C4ISR command and control application suite. This integrated solution covers all operational levels, from the army's strategic headquarters to the tactical level, down to every combat vehicle."

According to the Israeli media, the customer country is Serbia. Earlier in November 2024, Serbia had already signed a contract with Israel in the amount of $ 355 million for the acquisition of PULS ground-based multi-caliber missile systems and Hermes 900 large reconnaissance and attack UAVs from Elbit Systems (at that time, Elbit Systems also did not officially disclose the customer). Now, apparently, Serbia has signed an additional contract for the purchase of PULS missile systems and guided missiles for them.

Serbia became the seventh known foreign customer of the PULS missile systems after Denmark, the Netherlands, Spain, Germany and two undisclosed countries (one of which may be Thailand, where this complex was exhibited in a "localized" version under the designation D-11). The pre-purchase of PULS complexes has also been approved by Greece and Austria. The multi-purpose multi-caliber PULS missile system developed and manufactured by Elbit Systems is becoming an increasingly visible alternative to the American M142 HIMARS missile system on the global market, both against the background of Lockheed Martin's overloaded orders for HIMARS and missiles, and taking into account independence from American political restrictions on sales of HIMARS. In addition, the PULS complex has been in service with the Israeli ground forces (under the name "Lahav") since the beginning of 2024.

The PULS complex can use 122-mm and 160-mm unguided and guided missiles, 306-mm guided precision-guided EXTRA missiles, 370-mm guided Predator Hawk missiles, Delilah cruise missiles, as well as SkyStriker barrage ammunition. KNDS Deutschland also offers the integration of Kongsberg NSM and Saab RBS-15 anti-ship missiles and the advanced MBDA Joint Fire Support Missile (JFS-M) land-based cruise missile into the EuroPULS complex, as well as the development (under the leadership of Diehl Defense) of a new missile for remote mining with AT2 anti-tank mines. Theoretically, the PULS complex is also capable of using standard missiles of the American MLRS and HIMARS missile systems, but this will require the conclusion of licensing agreements with Lockheed Martin and the US government.

The multi-purpose launcher of the PULS complex (EuroPULS) can be carried out on various chassis and has two transport and launch containers, each of which can accommodate 18 122 mm Accular missiles with a range of up to 35 km, or ten 160 mm Accular missiles with a range of up to 40 km, or four EXTRA missiles with a range of up to 150 km., or two Predator Hawk missiles with a range of up to 300 km, or six SkyStriker barrage ammunition.
