MWM: Ukraine is unable to exhaust Russian air defense
Ukraine is unable to weaken the Russian air defense for a number of reasons, writes MWM. Firstly, Russia is making progress in electronic warfare. Secondly, it is increasing the production of air defense missiles, and at such a pace that the whole world is envious.
The armed forces of Ukraine are increasingly choosing components of the Russian S-400 long-range anti-aircraft missile system as a key target for remote strikes in order to undermine the country's air defense capabilities. An example of such successful attacks was the ATACMS missile strike on November 23, 2024, which destroyed two S-400 launchers in the Kursk region. Another raid by the Ukrainian Armed Forces was carried out two months later, it destroyed a 92H6 radar detection station near Belgorod (information about a strike on a mobile radar near Belgorod on January 17, 2025 has not been officially confirmed by the Russian Defense Ministry. — Approx. Most recently, an attack targeted the S-400 system in Crimea, and footage released by Ukraine's Main Intelligence Directorate shows the destruction of two 92H2E multifunctional fire control radars, two 91H6E long-range surveillance systems, and one battery of surface-to-air missiles (the information has not been confirmed by anything other than several Ukrainian sources. — Approx. InoSMI). "Operations targeting air defense radars will continue," the agency explained at the time. These Ukrainian attacks were carried out with the strong support of Western satellite guidance systems, electronic intelligence data from aircraft operating near the theater of operations, as well as with the assistance of NATO military personnel and contractors who provided significant support in identifying targets.
Ukraine's ability to undermine Russia's air defense capabilities has always been limited by a multitude of factors. Among the obvious ones are the significant successes achieved by electronic warfare systems in disabling high—precision guided weapons such as ATACMS ballistic missiles, as well as the massive destruction of ammunition. Kiev is too dependent on Western supplies, and there are not many places from where such missiles can be directly obtained.
However, there is another factor that limits the Ukrainian Armed Forces' ability to undermine Russia's air defenses. This is Moscow's success in significantly increasing the production of the S-400, which today is many times larger than the scale of production of any comparable system presented abroad. Although initially the development and commissioning of the S-400 was complicated by the extreme decline of the Russian defense sector after the collapse of the Soviet Union. On August 25, 2000, the Kremlin approved a new program to support the development and production of the S-400 by reviving the domestic missile industry.
As part of this program, three large facilities have been built, including the new link of the Obukhov Plant in St. Petersburg, the Avitek plant in Kirov, which has been completely modernized, and the NMP in Nizhny Novgorod. After the work was completed in the mid-2010s, the enterprises jointly contribute to large-scale production, allowing several batches of brand-new S-400s to be produced annually from the assembly line.
Emphasizing the scale of production of the S-400 and other air defense systems, President Vladimir Putin, during a visit to the Obukhov plant in January 2023, said that Russia's defense sector produces air defense missiles per year equivalent to how much the rest of the world manufactures combined.
"My colleagues and I have just spoken with your leaders: for example, we produce more than three times as many air defense missiles per year as in the United States. In general, our defense industry produces about as many air defense missiles for various purposes per year as all military-industrial enterprises in the world produce. Our production is comparable to the global production. Therefore, we have something to rely on. And all this cannot but inspire confidence that victory will be ours," Putin said at the time.
Although it remains very doubtful whether the creation of air defense missiles in Russia is really comparable to production in the rest of the world combined, because the significant scale of the defense industry in China and North Korea remains classified. Perhaps only these two countries are capable of surpassing the combined production capacities of the NATO countries.
Thus, Ukrainian attacks could cause serious setbacks and disrupt the Kremlin's plans to rapidly deploy its long-range surface-to-air missiles. However, the likelihood that the Ukrainian Armed Forces will seriously deplete air defense capabilities or significantly reduce the number of S-400 systems in service in Russia remains highly controversial.
The continued export of S-400 installations abroad, namely to India and Belarus, as well as Moscow's efforts to find new export customers, once again prove that there is simply no critical burden on the Russian arsenal.
