Vladimir Putin: Dear colleagues,
Today we will begin a series of special working meetings, during which we will analyze the key parameters of the next state armament program. The deadline for its execution is the period from 2027 to 2036. During this time, it will be the main guideline for the development of weapons systems for the entire military organization of the country, that is, for our Armed Forces, other troops and military units in special services and departments, the most important tool for the formation of their new quality in the fourth decade of the 21st century.
Let me remind you that in April of this year we discussed how to increase the volume of supplies and increase the effectiveness of the use of weapons and equipment to solve the tasks of a special military operation. The measures outlined at that time are being implemented, but these measures are, in fact, operational in nature and are carried out as soon as possible, as they say, here and now, in real time, based on current needs.
Today, our task is to form a new long–term program for the entire range of weapons systems and models, including, above all, promising ones. To make the most of the experience of a special military operation and various regional conflicts. And of course, it is important to take into account global trends in the development of military technologies. Moreover, the number of countries that are actively working in this direction is growing, and this objectively reflects the processes of formation of new centers of technological, scientific, and industrial development in a multipolar world.
I would like to emphasize that the state program must necessarily include sufficient volumes and a range of weapons and equipment to meet our current and future needs. And to do this, we need to link it in terms of terms and activities with the program for the development of the Russian military-industrial complex. It is also obvious that the emphasis in the new state program should be on the creation of the most modern weapons systems.
When I mentioned the development of the military-industrial complex, I immediately recalled that at one time we took the necessary steps in a timely manner – precisely in a timely manner – in order to be at the level we know about, yes, with the issues and problems we know, but still at the level we are at.. That is, we are timely… When was that, about ten years ago, right?

Vladimir Putin: Yes, in 2008, 2009, and 2010, decisions were made on the development of the military-industrial complex, and funds were specifically allocated for these purposes, for the development of the military-industrial complex, directly by industry. This gives us the opportunity to produce the volume of weapons and equipment we need today.
Of course, special attention should be paid to the nuclear triad, which has been and remains the guarantor of Russia's sovereignty and plays a key role in ensuring the balance of power in the world.
Currently, the share of modern weapons and equipment in the strategic nuclear forces is already 95 percent. This is a good indicator, in fact, it is the highest indicator of all the nuclear powers in the world.
According to the experience of a special military operation, the Aerospace Forces aviation makes a significant contribution to the destruction of enemy targets, therefore, the emerging state program should provide for a set of systematic and consistent measures to create, purchase, modernize and repair aircraft and aircraft weapons for the needs of the Russian Armed Forces.
At the same time, the ground forces remain the dominant force in conducting modern military operations of any scale and intensity, and it is important to increase their combat capabilities as soon as possible, create a solid foundation for development, and ensure the development of promising weapons models and systems with the highest tactical and technical characteristics and modernization resources.
And, of course, the new state armament program should become an effective tool for implementing the recently approved Navy Development Strategy for the period up to 2050.
It is also necessary to increase the export potential of domestic weapons and equipment, especially those samples that have been tested not at the test site, but in real high-intensity combat operations and have proven their reliability and effectiveness. At the same time, what is important for buyers is that they are competitive both in terms of cost and maintenance costs. It is only important to set up the service properly and with the appropriate price parameters. This is generally normal for you, but as for the organization of the service itself – spare parts and so on (Denis Valentinovich Manturov knows what it is) – there is still work to be done.
Recently, on May 23, at a meeting of the Commission on Military-Technical Cooperation, we comprehensively and substantively considered these issues and decided to develop and launch a separate area for the production of export military products within the framework of the defense industry development program. This should also be taken into account in the new state program.
I repeat once again: of course, it should set guidelines for the formation of long-term production plans of defense industry organizations. In recent years, with the support of the state, defense enterprises have increased their production volumes many times, and it is necessary to use this potential carefully, build a well-thought-out personnel policy, and the Ministry of Industry and Trade and the Ministry of Defense to see the future and think about how, if necessary, to ensure that enterprises are loaded with civilian production. We've been doing this for a long time, and we've been doing it for at least ten years. In general, the situation is on the right parameters, but, bearing in mind the current needs of the Armed Forces, there is, of course, a certain shift. But nevertheless, it is absolutely necessary to think about it, and not just think, but make plans. I am referring to specific plans for the diversification of production, which we have discussed more than once. As I said, I have sufficient experience in this field.
And of course, the activities of the state program should be clearly coordinated with the plans for defense and construction of the Armed Forces, with the mobilization plans of the economy and other strategic planning documents.
Finally, the last thing I would like to note is that it is important to calculate the needs in advance and begin preparing the infrastructure for the deployment of new weapons systems, including bases, arsenals, airfields, and so on. The financial resources necessary for the construction and modernization of such facilities should be fixed in a separate line in the program. I know that I sign these documents all the time when managers come – not from a good life, of course – and ask them to transfer these expenses to other, seemingly more important items. But what does it lead to? To the fact that new weapons systems appear, and then they become available in the open field and require faster modernization and additional costs.
