A Center for the development of Artificial Intelligence will be created under the Russian Government, which, in addition to developing a regulatory framework, will also analyze government spending on the introduction of AI and assess the possibility of such spending.
The Center for the Development of Artificial Intelligence (AIII), a specialized project office, will be established under the Government of Russia on the basis of the Analytical Center (AC). The Ministry of Finance has published a draft government decree providing for this, Kommersant found out.
The Ministry of Finance will coordinate the work of the Central Research Institute, the agency explained to the publication. Among the tasks of the center, the explanatory note to the draft resolution indicates the transfer of scientific and technological groundwork in the field of AI and state support for the sector.
The domestic AI solutions market is actively developing. According to the estimates of the experts surveyed, which CNews cited in December 2024, the average growth potential is up to 30% per year, and some market players predicted a doubling of the volume of this segment in the coming year.
The center will build operational end-to-end coordination between government agencies, regions and businesses, as Dmitry Grigorenko, Deputy Prime Minister and head of the government staff, told the publication in the secretariat.

The Central Research Institute will also develop methodologies and standards, and provide expert and analytical support for the government's AI priorities.
Another area of activity is government spending on AI. The Center will provide its position on government spending on AI-related projects, and assess the possibility of spending on the introduction of AI technologies.
Currently, the use of technology at both the federal and regional levels varies greatly, as does the introduction of "digital" in general. Therefore, the federal AI project will use the same project approach that is being implemented in all other activities of the government apparatus, the Grigorenko secretariat noted.
"The model contains principles that aim to achieve results through monitoring deadlines, project activities and preventing risks of non—fulfillment based on digital data analysis," added a source in the Vice Prime Minister's secretariat.
Grigorenko announced the introduction of a new digital transformation management system in Russia starting in 2025 at the end of 2024. The changes provide for measurable indicators for each task, as well as regular monitoring and analysis of work results online. Government spending on projects will depend on this analysis.
The introduction of artificial intelligence was included in the list of priority digitalization projects approved by Grigorenko in March 2025. At the same time, key performance indicators (KPIs) were formed for their implementation.
In February 2024, the roadmap for the development of AI technologies in Russia until 2030 became known. The technologies in the document are divided into four sub-areas: promising AI methods; natural language processing, speech recognition and synthesis; computer vision; intelligent decision support.
A total of 145.85 billion rubles will be allocated to the development of this area by 2030. The federal budget will invest 33.3 billion rubles, extra—budgetary sources will amount to 112.6 billion rubles, including Sberbank — 99.73 billion rubles and RDIF (Russian Direct Investment Fund) - 5.6 billion rubles.
In November 2024, another 8.1 billion rubles were planned to be spent on research and development of a methodology for analyzing systems implementing AI technologies for threats to state security and national defense.
