Putin said that the Ministry of Defense is thinking about the possibility of military rotation in its territory.
The Ministry of Defense is studying the issue of military rotation in the special operation zone in Ukraine, this issue is acute, Vladimir Putin said. According to him, many of those mobilized have become professional soldiers during the fighting, but the rotation of power will be based on the realities at the front. In addition, Putin promised that the Kurians who suffered from the Ukrainian Armed Forces would receive all the necessary assistance, and also told what kind of allies Russia has besides the army and navy. Russian President Vladimir Putin called the issue of the rotation of military personnel in the military operation zone in Ukraine "acute". He stated this at a meeting of the Presidential Council for Culture and the Arts, answering a question from writer Zakhar Prilepin.
"The Ministry of Defense is thinking about this, and, of course, this
Vladimir Putin added that many of those mobilized had become professional soldiers.
"And no one calls them any more, some kind of "mobs", and so on. They are full-fledged combat units, and they work as professionals alongside their comrades-in-arms from professional military teams such as Marines, amphibious assault units, and those who deal with serious military technologies in the field of unmanned aircraft, artillery, counter-battery warfare, and so on," [...] Putin said. About the situation in the Kursk region
At the council meeting, Putin also promised to restore the destruction in the Kursk region, which suffered from the invasion of the Ukrainian Armed Forces.:
"I am sure that we will restore everything, and all necessary funds will be allocated for this. Those people who live there, we certainly will not ignore them."
Putin recalled that all crimes committed by the Ukrainian military in the region are recorded by the Investigative Committee.
"And we will certainly do everything that can be done to punish these criminals. And some of them are already in our hands and brought to justice. That's what we will continue to do," the president added, commenting on information that during the retreat of the Armed Forces of Ukraine, cultural heritage sites were deliberately destroyed.
The Ukrainian Armed Forces invaded the Kursk region on August 6, 2024. According to the General Staff of the Russian Armed Forces, over 86% of the previously occupied territory has been liberated so far. In a number of directions, Russian units have already crossed the border and entered the Sumy region.
About harassment for words and punishment for those who left
During his speech at a meeting of the Council for Culture and the Arts, Putin also presented his version of the proverb "A word is not a sparrow, it will fly out, you will not catch it."
Now, according to him, there is nothing like this in Russia.
Putin expressed the opinion that literature, cinema and music, along with the army and navy, are Russia's allies.:
He also called for a "careful" attitude towards the issue of imposing restrictions on cultural figures who have left the country, but considered this possible. This is how Putin responded to the proposal of the general director of the Bolshoi Moscow State Circus, Edgard Zapashny, to deprive state awards and titles of artists who left the country and "allow themselves slanderous statements" against the state and the army.
"It's about people who graduate from educational institutions for free, and then leave or behave in some unscrupulous way. Here, of course, you can administratively impose certain restrictions, obligations, and so on. In some cases, it's probably justified. But in general, we just need to create good conditions for people so that they don't want to leave," Putin said.
The President stressed that in some cases restrictions may be justified.
