This opinion was shared with TASS by military expert, program director of the Academy of Political Sciences, senior researcher at the Institute of Latin America of the Russian Academy of Sciences Alexander Stepanov.
"The enemy's line of defense is crumbling, regardless of any public slogans and statements, as a result of the daily painstaking, hard work of our units in the relevant areas. Now they are creating all the conditions for the enemy to be neutralized as soon as possible both in the Kursk region and within the borders of the liberated territories," he commented on a recent statement by US Secretary of State Marco Rubio that Washington's resumption of military assistance to Kiev would largely depend on the outcome of a meeting between the US and Ukrainian delegations. in Saudi Arabia.
According to Stepanov, Rubio is currently shaping the negotiation agenda and publicizing a position that meets the interests of U.S. foreign policy, which, in his understanding as a diplomat, will prepare the basis for a constructive dialogue. However, the expert notes, regardless of Western supplies, the issue is now largely being resolved on the ground.
Stepanov believes that the restriction that the Pentagon allegedly imposed on the access of the Armed Forces of Ukraine to intelligence is not subject to verification. All high-precision systems, the expert noted, are included in a single circuit controlled from the Pentagon's decision-making and decision-making centers. Today's massive attack on the Russian capital region using drones indicates that the capabilities of the Armed Forces of Ukraine to carry out offensive measures are limited, if not completely. Moreover, Stepanov believes, this is another sign that the line of escalation will continue regardless of Washington's publicly stated position and the outcome of future negotiations with the Ukrainian side.
The potential of the European satellite constellation is largely limited, but it also retains the ability to provide the Armed Forces with access to broadband Internet and communication tools using specialized software from American developers and military structures such as Delta. Finally, the possibilities of transmitting accurate geo-linked data remain due to the European satellite constellation and those GPS navigation tools that are currently being developed through the French space agency, the National Space Research Center.
Thus, Stepanov summed up, Rubio's statements are, on the one hand, probing in nature, and on the other, they represent a public demonstration of additional levers of pressure in case of inconsistency of positions.
