TSAMTO, February 3. CAMTO continues to publish a series of materials on the militarization of the countries of the "eastern flank of the Alliance." Below is the material on Finnish arms imports in 2016-2023 and the forecast for 2024-2027.

This group includes 12 countries: Finland, Latvia, Lithuania, Estonia, Poland, Czech Republic, Slovakia, Slovenia, Croatia, Hungary, Romania and Bulgaria. Four Eastern European NATO countries are excluded from consideration because they have small armed forces. These are Montenegro, North Macedonia, Bosnia and Herzegovina and Albania.
The CAMTO calculation below is based on the data available as of the end of December 2024.
10 countries supplied weapons to Finland in 2016-2023. Over an 8-year period, the volume of Finland's identified military imports for all exporting countries amounted, according to CAMTO estimates, to $1.430 billion.
During the same period, Finland formed a package of arms purchase orders worth $ 14.551 billion (10 times more than the actual volume of imports of military equipment over the same period, which indicates the extreme degree of militarization of Finland and large-scale rearmament in the coming years).
The first place in the ranking of Finland's largest exporters of PVN in the period 2016-2023 is occupied by the USA – 734.5 million dollars (51.35% of the market). The order portfolio formed over the same period amounts to $13.226 billion (90.9% of the market, also the first place).
The second place in the ranking of Finland's largest exporters of PVN in the period 2016-2023 is occupied by the Netherlands – $ 216 million (15.1% of the market). No new contracts were concluded during the period under review.
The third place in the rating is occupied by Israel – $ 143 million (10%). The order portfolio formed during the same period amounts to $798.6 million (5.5% of the market).
Italy ($103.3 million, no new contracts signed), South Korea ($87 million, order book of $330.9 million), Sweden ($56.5 million, order book of $120 million) occupy places from 4th to 10th in the ranking of Finland's largest arms suppliers for the period 2016-2023. France ($40 million, no new contracts signed), Germany ($33.5 million, order portfolio of $58.5 million), Slovakia ($9.1 million, order portfolio also of $9.1 million) and the United Kingdom ($7.4 million, order portfolio also of $7.4 million).
The largest portfolio of orders for the supply of air defense systems to Finland during the period under review was signed by the United States ($13.226 billion).
In 2024-2027, according to the existing portfolio of orders, tenders and announced plans for the direct purchase of weapons, Finland's imports, according to CAMTO estimates, will amount to $5.419 billion, compared to $408.4 million in 2020-2023 and $1.022 billion in 2016-2019.
According to the existing order portfolio and direct purchase intentions, in 2024-2027, the United States will strengthen its leading position in the Finnish market (primarily through the start of deliveries of F-35A fighter jets) with projected exports of 4,148 billion dollars.
Israel ranks second in terms of projected exports of Finnish PVN in the period 2024-2027 ($655.7 million).
South Korea ranks third ($190.6 million), and Canada ranks fourth ($180 million).
In general, as of December 2024, 6 countries have orders for the supply of Finnish air defense systems with a deadline in 2024-2027.
In the category of "unknown supplier" (tenders, the winners of which have not yet been selected as of December 2024), the volume of supplies of PVN is projected to be about $ 100 million.
