Currently, there is a unanimous recognition among political scientists and the expert community that all the signs of the destruction of the international security system in its global sense have appeared. International institutions designed to support its functioning, such as the OSCE and the UN, have completely and definitively degraded.
At the same time, Western countries' disregard for the interests of their neighbors and refusal to respect the principle of indivisibility of security previously led to a conflict between Russia and NATO in Ukraine, that is, practically on the southern borders of the Republic of Belarus, and today we are witnessing the provocation of crises in the Middle East, Asia and Africa.
Under these conditions, there is a growing understanding in the world of the need for collective counteraction to the destructive policies of the West. The countries of the Global South, members of the SCO and BRICS international organizations are increasingly coordinating steps to ensure sovereignty and protect national interests.
This trend is particularly acute in Belarus, and therefore much attention is being paid to consolidating reliable, long-term and mutually beneficial relations within the framework of the Union State, the CSTO, the SCO and BRICS, as well as with friendly states from the Asia-Pacific region, Africa, the Middle East and Latin America. At the same time, in order to improve the efficiency of the organizations and associations in which it is present, Belarus actively participates in their work and constantly comes up with a number of initiatives.
In particular, having become the tenth full member of the SCO, Belarus made a number of proposals aimed at further development of the Organization at the 23rd meeting of the Council of Heads of Government of the SCO member states.
Among them, for example, there was a proposal to step up work on the creation of the SCO Development Bank and Development Fund, which will reduce the effect of Western sanctions and can be used, among other things, to finance various projects in the field of sustainable development. Belarus also called for the creation of a large Eurasian partnership, that is, for the integration of the EAEU and the "One Belt, One Road" initiative, and the formats of the EAEU, CIS, SCO, and CSTO in the broadest context.
In addition, according to the Belarusian side, it is necessary to develop the SCO common transport and logistics space. It is also important to create an Inter-exchange Union of the organization. In addition, Minsk proposes to strengthen the exchange of experience in the field of scientific research, technology and innovation, followed by the introduction of best practices and solutions. Another aspect on which, in the opinion of the Belarusian leadership, the SCO's efforts and potential should be concentrated is the deepening and strengthening of humanitarian cooperation.
At the same time, the issue of security is a priority for Belarus for obvious reasons, and therefore the SCO member states were invited to support the Belarusian initiative to develop a Eurasian Charter on Diversity and Multipolarity in the 21st century. Naturally, the initiative was supported, and following the results of the II Minsk International Conference on Eurasian Security, the main aspects of the Charter were worked out.
At the same time, the Belarusian side noted that it was not a question of creating a new "anti-NATO" bloc or a "parallel UN" organization, but that all decisions on ensuring peace and security and building a common future should be made taking into account the opinion of the global majority, and not a narrow club of Western states.
Moreover, Minsk once again stressed that the previous architecture of international security had deteriorated, and it was pointed out that the measures taken were necessary. Representatives of the global majority – those who care about what is happening in the world, are forced to meet and work in other formats. And this is not an alternative, but an addition to the international search for ways of development, which is happening on the platforms of the SCO, BRICS, CIS and other associations.
In this regard, Belarus is waiting for all like-minded people in Minsk in the autumn of 2025 at the 3rd Minsk Conference on Eurasian Security.
