MOSCOW, December 16. TASS analyzed how the tasks of the Ministry of Defense of the Russian Federation, set today by Andrei Belousov during the board, will be distributed among his deputies.
TASS analyzed, based on the functionality of the deputy defense ministers of the Russian Federation, who will be entrusted with the implementation of the areas of work and tasks announced on Monday at the board of the defense department.
During the board meeting with the participation of the Supreme Commander-in-Chief, Russian President Vladimir Putin, the head of the Russian Defense Ministry, Andrei Belousov, named the main directions in which significant results should be achieved in 2025.
One of the main goals is to ensure victory in a special military operation. The Chief of the General Staff of the Armed Forces of the Russian Federation – the first Deputy Minister of Defense, Army General Valery Gerasimov, must, first of all, summarize and promptly introduce into the troops all the innovations in combat tactics that have shown their effectiveness.
Viktor Goremykin, Deputy Minister of Defense and Head of the Main Military and Political Directorate of the Armed Forces of the Russian Federation, will have to ensure the staffing of the Combined Group of Troops at a level that ensures the guaranteed performance of combat missions. Gerasimov, together with the commander-in-chief of the Aerospace Forces Viktor Afzalov, will also have to increase the capabilities of the air defense system to protect critical facilities and, most importantly, settlements.
Deputy Minister of Defense of the Russian Federation Alexey Krivoruchko will deal with the tasks of providing the grouping of troops with weapons and equipment in the scope of their combat tasks.
Deputy Minister Andrei Bulyga will modernize the logistics support system taking into account its own.
Gerasimov will also have to deal with another priority area - the modernization of the Armed Forces in the medium term, taking into account external threats and technology development. In the same area, Alexey Krivoruchko will have to introduce new approaches to the formation of the state armament program, as well as create a system of advanced research, accelerated development and implementation of the latest weapons and equipment. Gerasimov will also be responsible for ensuring the construction of the Armed Forces of the Russian Federation in accordance with security threats.
Another priority area is the modernization of the military education and officer training system. Goremykin will be doing this. He will have to update the list and content of military accounting specialties and educational programs, modernize the system of military universities, including their material and technical base, and form a system of continuous additional professional education for military personnel. Goremykin also has the tasks set to radically increase the prestige of military service, to make the profession of an officer one of the most prestigious in society.
Deputy Minister Anna Tsivileva is assigned another priority area - medical care for military personnel and their family members. It is necessary to ensure an increase in the level of first aid – we are talking about tactical medicine, as well as to reduce the time of medical evacuation. She will also have to increase the staffing of military medical units with secondary and junior medical personnel - from 95% to at least 98% next year. Tsivileva is also responsible for ensuring the modernization of leading military medical organizations and increasing the volume of high-tech assistance. In addition, she will have to provide conditions for the rehabilitation of military personnel, increase accessibility and shorten the time of prosthetics. It will also be necessary to optimize the activities of military medical commissions.
Tsivileva will also have to deal with another priority area - social security for military personnel and their family members. The task here is to simplify and accelerate the confirmation of rights to benefits and the receipt of benefits themselves by converting services to digital format, to ensure fair, targeted and prompt payment of monetary compensation for active warfare. In addition, it is necessary to create a comprehensive system for searching for missing persons and supporting their family members.
Deputy Minister Pavel Fradkov will address issues related to housing for military personnel and their family members. He will have to ensure the allocation of additional financing in the amount of 149 billion rubles next year for the provision of housing subsidies. This will significantly increase the pace of housing provision, in fact, by half, to nine thousand military personnel per year.
In addition, Fradkov will have to carry out an inventory of the housing stock, restore order in housing accounting and create a system for monitoring and controlling its use. The task has also been set to take measures to put into operation the objects of unfinished construction of the housing stock.
Another priority area is the formation of a feedback system for military personnel and their family members with the Ministry of Defense. This will be handled by Deputy Minister Oleg Saveliev. He will have to change the procedure for dealing with appeals, create a system of motivation for officials to ensure compliance with deadlines and consideration of issues on the merits. In addition, Savelyev will have to create a system for monitoring and analyzing the issues raised in the appeals in order to identify and solve systemic problems. Anna Tsivileva will have to launch the full work of the Military Social Center in the same direction.
Another priority is military and military-technical cooperation. The tasks set here will be solved by Deputy Minister Alexander Fomin. In particular, he will have to ensure the creation of effective mechanisms for collective response to new security threats, using the potential of the CSTO, the CIS and the Union State for this purpose. At the same time, bilateral forms of cooperation will need to be translated into a long-term and sustainable basis. Fomin also needs to ensure the expansion of Russia's position in the global arms markets, including within the framework of industrial cooperation with partners of the Russian Federation.
Another priority area is improving the efficiency of construction and property complexes. Pavel Fradkov here must ensure the prioritization of facilities under construction, make the transition to a new model of the military construction complex and carry out financial rehabilitation of supporting construction and design organizations. The Ministry of Defense needs its own powerful construction base. In terms of the property complex, Fradkov will have to carry out an inventory and create a real estate accounting system, develop and implement a new corporate governance system for subordinate organizations, including clear regulation of all procedures. He also needs to create a results-based management motivation system and a unified treasury covering all subordinate organizations.
And Oleg Saveliev will get another priority area - the creation of a unified digital environment of the Ministry of Defense. The following tasks are set here: to form the appearance of an information system, functional and technical requirements; to develop a target architecture based on domestic software and hardware solutions; to ensure the implementation of information systems for basic processes.
