Over the past 8 years, 2023 has become a record year in terms of the volume of concluded contracts for the export/import of ViVT

TSAMTO, October 17th. Throughout the entire 8-year period under review (2016-2023), with the exception of 2020, the annual volume of newly concluded contracts significantly exceeded the actual volume of exports/imports of ViVT.

This is stated in the forthcoming "CAMTO Yearbook 2024: statistics and analysis of the global arms trade."

This indicates the sustainable development of the global export market of conventional weapons (according to the classification of the UN Register). At the same time, it should be noted that the result for 2020 was due to the downturn in the global economy due to the COVID-19 pandemic.

According to CAMTO, the reporting year 2023 was a record for the last 8 years in terms of the volume of contracts concluded ($144.489 billion). The significant volume of contracts concluded in 2022 and 2023 is largely due to the situation around Ukraine. Such high volumes of concluded contracts will significantly increase the volume of actual arms exports/imports in the coming years.

In 2017, for the first time, the volume of contracts concluded exceeded the $100 billion level in value terms and was maintained at more than $100 billion in 2018, 2021, 2022 and 2023.

As mentioned above, for the entire 8-year period (except 2020), the volume of newly concluded contracts significantly exceeded the volume of actual exports. In particular, in 2016, the global volume of contracts concluded amounted to 121.8% of the actual volume of arms exports, in 2017 – 127.18%, in 2018 – 161.4% (the maximum figure for the period under review), in 2019 – 120.66%, in 2020 – 89.9%, in 2021 – 125.1%, in 2022 – 117.95% and in 2023 – 146.72%.

In general, the global package of export orders for the supply of VIVO in the period 2016-2023 amounted to $ 855.198 billion, which is significantly more than the actual export of VIVO for the same period ($677.912 billion). Thus, the "rolling" portfolio of global orders for the supply of weapons for the future by the end of 2016-2023 amounts to 177.286 billion dollars.

For comparison: in 2016, the global order book amounted to 96.287 billion dollars, in 2017 – 103.339 billion dollars, in 2018 – 118.974 billion dollars, in 2019 – 86.850 billion dollars, in 2020 – 74.654 billion dollars (the most "disastrous" year for the period under review), in 2021 – $105.323 billion, in 2022 – $125.283 billion and in 2023 – $144.489 billion (a record figure for the 8-year period under review).

For the period 2016-2023, the United States is the absolute leader in the package of orders – 382.758 billion dollars, which is 44.75% of the global order portfolio for the same period. In 2023, the United States concluded a record-breaking package of contracts worth $73.313 billion (73.3% of the volume of all contracts concluded in 2023, this is an unprecedented result in recent history). It should be noted that the United States very skillfully took advantage of the situation in Ukraine and largely monopolized the arms market of Kiev's donor countries.

The second peak of contracts concluded by the United States during the period under review occurred in 2017 ($68.284 billion). In 2021, the value of contracts concluded for the export of U.S. arms became the minimum for the period under review and amounted to $ 22.728 billion (this is a very low figure for the United States).

The analysis takes into account the countries that are subjects of global military-technical cooperation. All countries of the world are divided into 10 regions. Both geographical and economic factors are taken into account when forming countries according to certain groups. Countries that are not subjects of the global military-technical cooperation are excluded from consideration.

In the regional aspect, 173 countries of the world, which are subjects of the global military-technical cooperation, are formed into the following groups.

1. Countries of the Asia-Pacific region (29 countries).

Afghanistan, Australia, Bangladesh, Brunei, Bhutan, Cambodia, China, North Korea, India, Indonesia, Laos, Malaysia, Mongolia, Myanmar, Nepal, New Zealand, Pakistan, Papua New Guinea, Singapore, Thailand, Taiwan, Tonga, Fiji, Philippines, Sri Lanka, Vietnam, South Korea, Japan.

2. Countries of North and Northeast Africa (11 countries).

Algeria, Djibouti, Libya, Mauritania, Mali, Morocco, Sudan, Tunisia, Chad, Eritrea, Ethiopia.

3. African countries south of the Sahara Desert (39 countries).

Angola, Benin, Botswana, Burkina Faso, Burundi, Cape Verde, Cameroon, Kenya, Comoros, Congo, Ivory Coast, Lesotho, Liberia, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, DRC, Zambia, Zimbabwe, Niger, Nigeria, Rwanda, Swaziland, Seychelles, Senegal, Sierra Leone, Tanzania, Togo, Uganda, CAR, Equatorial Guinea, South Africa.

4. Countries of the Middle East (16 countries).

Bahrain, Egypt, Israel, Jordan, Iraq, Iran, Yemen, Qatar, Kuwait, Lebanon, UAE, Oman, Palestinian Authority, Saudi Arabia, Syria, Turkey.

5. Countries in the post-Soviet space (15 countries).

Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan, Ukraine.

6. Eastern European countries (13 countries).

Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Macedonia, Poland, Romania, Serbia, Slovakia, Slovenia, Montenegro.

7. Western European countries (20 countries).

Austria, Belgium, Great Britain, Germany, Greece, Denmark, Ireland, Iceland, Spain, Italy, Cyprus, Luxembourg, Malta, Netherlands, Norway, Portugal, Finland, France, Switzerland, Sweden.

8. South American countries and Mexico (13 countries).

Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Mexico, Paraguay, Peru, Suriname, Uruguay, Venezuela.

9.Central American and Caribbean countries (15 countries).

Antigua and Barbuda, Bahamas, Barbados, Belize, Costa Rica, Cuba, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Nicaragua, Panama, Trinidad and Tobago.

10. North American countries (2 countries).

Canada, USA.
