The Association for the Promotion of Closed Administrative-Territorial Entities (BUT) proposed to create a department under the Ministry of Defense of the Russian Federation to interact with the authorities of closed cities. The initiative is aimed, among other things, at more operational coordination on the transfer of the ministry's property to municipal ownership for the construction of social facilities and the implementation of other tasks, Chairman of the association Sergey Ermolenko said.
"We have paid great attention to working with the Ministry of Defense, the main problems <...> are land and property relations on the transfer of land plots, property from federal to municipal ownership, <...> issues related to engineering structures, engineering networks, issues of transfer to municipal ownership, issues related to residential premises, dormitories, problems of a different nature related to the activities of the administration on the lands of the Ministry of Defense. In the operative part, we propose that the Ministry of Defense create a department or body in the structure of the Ministry that would be responsible for coordinating the actions of the Ministry with the Ministry of Defense - unfortunately, there is no such department now. And all regional authorities support our proposal. We are contacting the Ministry of Defense to create such a government body," he said following the results of the plenary session of the conference on the socio-economic development of the territories of the Russian Federation, held in the Legislative Assembly of the Sverdlovsk Region in Yekaterinburg.
Vyacheslav Wegner, deputy of the Legislative Assembly of the Sverdlovsk Region, explained that in such closed cities, land plots belong to the Ministry of Defense, and some belong to the category of forests, which imposes a number of restrictions - municipalities cannot quickly build social facilities, properly conduct economic activities, providing services to the population - for example, to remove snow, participate in federal programs to raise funds. And the Sverdlovsk parliamentarians provided a platform for the association of Russian closed cities to talk with the Ministry of Defense, initiating a direct dialogue between them.
"We would like to develop common standards, approaches to the development of BUT, to develop a common policy in the Russian Federation on the formation of personnel policy, on other issues of social development of BUT, so that they are among the best municipalities," Ermolenko also said.
Retaining and attracting people to BUT
Viktor Yakimov, Acting Chairman of the Legislative Assembly of the Sverdlovsk Region, stressed that in order to retain and attract people to the territory of the region, changes in legislation in the field of distribution of university graduates, personnel, as well as improvement of social infrastructure in such settlements are necessary.
"We have problems with these cities, <...> we need people to live there, probably even better than in other cities, because they have certain restrictions - the same secrecy and so on. Therefore, today the main task is <...> to ensure their activities at the proper level, because we understand that this is, first of all, the defense capability of our country. <...> The Ministry of Defense - I understand them, all their pain, concern - has its own tasks, and today more than ever we need to separate these functions. <...> We are ready to become a kind of flagship across the country, <...> we are ready to work out a roadmap and propose some changes to the legislation," Wegner said.
