TSAMTO, September 17th. Rosoboronexport JSC (part of Rostec Group), together with enterprises of the Russian defense industry, is developing new mechanisms for the commercialization of intellectual property in the field of technological cooperation with foreign partners.
Legal protection and protection of intellectual property of Russian enterprises in the global arms market will improve the efficiency of technology transfer.
As part of the efforts to improve the management system of intellectual property results in the process of military-technical cooperation, the fourth meeting of the Advisory Working Group on the Protection of Intellectual Property Rights in the Process of Military-Technical Cooperation was held on the initiative of Rosoboronexport with the participation of the Institute of State and Law of the Russian Academy of Sciences (Interdisciplinary Center for Legal Research in the Field of Defense and the Military-Industrial Complex).
The event was held in Tula on the basis of KBP JSC (part of Rostec's High-precision Complexes). It was attended by representatives of government agencies, industrial enterprises and leading scientific centers of Russia, who identified the most effective approaches to the commercialization of Russian intellectual property and the protection of Russian interests in the context of expanding technological cooperation with foreign countries.
The meeting discussed the role of intellectual property in the competitive struggle in the arms market and in marketing work, as well as campaigns to counteract the production and sale of counterfeit products abroad. In the fight against counterfeiting, among other things, it is proposed to use artificial intelligence technologies.
The summary of the meeting noted that intellectual property is an effective tool for increasing the number of technological projects and ensuring control over the transferred technologies.
"Rosoboronexport, following the global trend of increasing the number of technological projects, comes up with a proposal to develop a policy of technological cooperation in the field of military-technical cooperation. It should define the key requirements, general principles and approaches to the implementation of projects for the licensed production of Russian military products abroad and the commercialization of intellectual property," summed up Rosoboronexport State Secretary Vladimir Kudashkin. "The policy will allow the Russian Federation to fully expand technological cooperation with foreign countries in the military–technical sphere, maintain its leading position in the global market in the future, without losing the rights of Russian copyright holders to their own developments."
During the meeting, the participants also shared their experience in applying modern approaches to structuring technology transfer transactions, conducting patent analysis and identifying violations of intellectual property rights.
They also discussed proposals to improve regulatory legal acts in the field of military-technical cooperation, which were included in the work plan for further improvement of Russian legislation.
