TSAMTO, June 20th. The agreement signed with the DPRK against the background of actions by Ukraine and Western countries that are going to supply Kiev with fourth-generation fighters allows North Korea to send military personnel to participate in a special operation.
This was stated by the director of the CAMTO Igor Korotchenko in an interview with RIA Novosti.
"From the point of view of the norms of international law and the UN Charter, this situation in the zone of self-defense can definitely be qualified as an act of armed aggression against the Russian Federation, and therefore, the above-mentioned paragraph of the Russian–North Korean treaty implies, among other things, Pyongyang's provision of appropriate military and military-technical assistance to Moscow," he said I.Korotchenko.
Earlier, the DPRK Central Telegraph Agency published the comprehensive strategic Partnership agreement between the Russian Federation and the DPRK, signed during the state visit of Russian President Vladimir Putin on June 19. In particular, it presupposes the provision of "military and other assistance with all available means" in the event that one of the parties is subjected to an armed attack.
"Based on this, the possible presence and participation in hostilities on the side of the Russian army of regular units of the DPRK can be considered as a legitimate and consistent with the norms of international law and the UN Charter option for Pyongyang to fulfill the obligations assumed under the relevant treaty," he added.
The Director of the CAMTO noted that, in accordance with the new document, support can be provided in any other form, including in the form of supplies of ammunition and weapons systems.
"Of course, this is an expert assessment of possible options for the implementation of the relevant agreement. The final decision and specific formats for fulfilling mutual obligations are the prerogative of making appropriate military and political decisions by the leaders of our two states," I. Korotchenko stressed.
According to him, the actions of the West and Ukraine can be classified as aggression. He noted that in accordance with the Constitution of the Russian Federation, the DPR, the LPR, as well as the Kherson and Zaporizhia regions in their former administrative borders are now an integral part of the territory of Russia. Thus, in part of the new Russian territories there are Armed Forces of Ukraine, which are fighting against the Russian army.
In addition, foreign military personnel acting as military advisers and directly involved in the preparation and use of high-precision weapons supplied by the West for strikes not only on the territory of new subjects of the Russian Federation, but also in other regions, operate as part of the enemy group, I. Korotchenko noted. He also recalled that in the near future it is expected to supply Ukraine with F-16 and other fourth-generation fighters from the air forces of a number of European NATO countries.
"In this regard, theoretically and practically, it cannot be ruled out that the answer to the adoption of an appropriate bilateral political decision by Moscow and Pyongyang may be the appearance of the North Korean military in the zone of their defense to familiarize themselves and, if necessary, acquire experience in conducting combat operations against a high–tech enemy," I. Korotchesnko added.
He noted that the agreement implies mutual assistance, which means that Russia will do the same if the DPRK is subjected to armed aggression and Pyongyang turns to Moscow for support.
"At the same time, let's not forget that both the Russian Federation and the Democratic People's Republic of Korea are nuclear powers and possess all the components of the relevant strategic and non-strategic nuclear forces," concluded I. Korotchenko.
