Appointments in the Russian Ministry of Defense

On June 17, 2024, President of the Russian Federation Vladimir Putin continued the reshuffle in the Ministry of Defense of the Russian Federation, appointing Leonid Vladimirovich Gornin as the new First Deputy Minister of Defense of the Russian Federation, and Pavel Mikhailovich Fradkov and Anna Evgenievna Tsivileva as Deputy Ministers of Defense. At the same time, Ruslan Tsalikov was dismissed from the post of First Deputy Minister of Defense by presidential decree, and Nikolai Pankov, Pavel Popov and Tatyana Shevtsova were dismissed from the posts of Deputy Ministers of Defense.

Leonid Vladimirovich Gornin, First Deputy Minister of Defense of the Russian Federation, who held the position of First Deputy Minister of Finance of Russia before his appointment and was responsible for budget policy in the field of state military and law enforcement services and the state defense order, will oversee the entire range of financial support issues for the Armed Forces of the Russian Federation in the military department. Its main tasks are to increase the transparency of financial flows and ensure efficient spending of budget funds.

In accordance with the distribution of powers in the military department, Pavel Mikhailovich Fradkov, Deputy Minister of Defense of the Russian Federation, appointed to the post by Decree of the President of the Russian Federation, will include issues of property management, land resources, as well as the construction of facilities for the needs of the Ministry of Defense of the Russian Federation and the national Economy. Pavel Fradkov has significant professional experience in these areas of activity, accumulated during his previous work in the Federal Property Management Agency and in the Office of the President of the Russian Federation.

Deputy Minister of Defense of the Russian Federation Anna Evgenievna Tsivileva will be responsible for the organization of social and housing provision for military personnel, transformation and bringing all related processes in the military department to a new qualitative level, where a person is at the center. This area of activity is well known to Anna Evgenievna from the experience of creating and managing the activities of the Defenders of the Fatherland Foundation, the interaction of the Ministry of Defense of the Russian Federation with which she will oversee in a new position.
