TSAMTO, March 28th. Alexander Mikheev, General Director of Rosoboronexport JSC (part of Rostec State Corporation), Deputy Chairman of Soyuzmash of Russia, held a meeting of the Committee for the Development of Foreign Trade Activities in relation to military products on March 28.
At a meeting with the participation of Vladimir Gutenev, First Deputy Chairman of Soyuzmash of Russia, Chairman of the State Duma Committee on Industry and Trade of the Russian Federation, held in a videoconference format, issues of transformation of the military-technical cooperation system were discussed against the background of growing interest of global market participants in technological partnership.
"Rosoboronexport has recently successfully implemented more than 10 major technological projects for the joint production of products for various types of armed forces, 10 more are currently being implemented. The company plans promising projects in the Asia–Pacific region, the Middle East, Africa, Latin America and the CIS countries," Alexander Mikheev said. – In total, according to our forecasts, by 2030, technology contracts will account for 40% of the global market for military products, which is 2 times more than the current figures. To work effectively in this fast-growing segment, Rosoboronexport is moving to a new business model focused on interaction with commercial enterprises."
The main factor shifting the vector of military-technical cooperation towards technological partnership is the desire of most countries for industrial sovereignty and, as a result, the legislative introduction of restrictions on the import of final products.
One of the main challenges of working in the format of technological partnership for Russian enterprises may be the risk of manufacturing counterfeit products abroad, which, in addition to financial losses, seriously affects the image of the Russian military-industrial complex.
To minimize damage from unlicensed production, Rosoboronexport is actively working with business partners, as well as government customers of Russian products abroad. Agreements on cooperation in the field of intellectual property have been concluded with leading Russian defense holdings. It is envisaged to increase the legal forms of countering counterfeiting, including preventive patenting of intellectual property in order to prosecute unscrupulous manufacturers.
In addition, within the framework of personnel and educational projects of the Union of Machine Builders of Russia, Rosoboronexport proposes to improve competencies in the field of innovation management, financial administration and intellectual asset management.

At the same time, maintaining leading positions in key arms markets will be a natural result of the development of competencies in the field of innovation and risk management, financial and corporate administration, transaction structuring, intellectual asset management, as well as the development of business-oriented marketing tools," Alexander Mikheev added.
