Rostec discussed strengthening cooperation with universities

The experience of introducing scientific and technological results into the real sector of the economy, the system of training highly qualified personnel became the topics of a round table organized by Rostec State Corporation and aimed at improving the efficiency of the Corporation's interaction with universities. The participants of the event dedicated to the national project "Science and Universities" were representatives of the management of the State Corporation and its organizations, rectors and employees of leading Russian universities.

Oleg Yevtushenko, Executive Director of the State Corporation, spoke about the main priorities of Rostec's development: "Today, industrial growth in Russia is proceeding at an accelerated pace. Rostec State Corporation is actively involved in solving national tasks to ensure the technological sovereignty of our state in several areas at once, including in the field of aviation and mechanical engineering, microelectronics, and medical instrumentation. Successful interaction between science and the real sector of the economy plays a significant role in this. One of Rostec's priorities is to build active cooperation between universities and corporate organizations, including in the framework of personnel training and joint research and development, and the creation of innovative products. In 2024, this work will only intensify."

Rostec State Corporation, together with universities participating in federal programs of the Ministry of Education and Science of the Russian Federation, implements large–scale scientific and technological projects within the framework of the national project "Science and Universities".

According to Elena Druzhinina, Managing Director for Science and Business Cooperation at Rostec State Corporation, systematic interaction between science and industry is the most important component of the Corporation. "This allows us to accelerate the transformation of new knowledge into technology and reduces the time needed to introduce innovations into the country's economy. The Concept of technological Development of Russia, designed for the next eight years, assumes radically new approaches to the creation of such chains. In 2024, we plan to update cooperation agreements with universities, but for a more detailed approach, we plan to specify what research work we will do together based on the competencies, laboratory infrastructure of universities and requests from our enterprises," she said.

A separate block of the round table was devoted to the system of training highly qualified personnel for the real sector of the economy.

Currently, Rostec has built a comprehensive system of advanced training, including engineering classes, which are partnered by the Corporation and its organizations, as well as educational and professional tracks of Rostec in universities. These include the Rostec Wings program aimed at training personnel for the aviation industry, Rostec Code – personnel for the IT and radioelectronic industry, Rostec Biotechmed – personnel for the medical instrument industry and Rostec Quality – quality management (the track is scheduled to launch in September this year).

"It is important to note that we train engineers for all stages of the product lifecycle and technology availability levels, that is, researchers, designers, technologists, marketing engineers, engineers servicing equipment. Due to the combination of fundamental education and applied disciplines, an engineering core is being formed, which allows us to teach graduates of our tracks to work in conditions of uncertainty and adapt to changes. An integrated approach includes synchronizing training programs with the requirements of employers, which, in turn, provides training for specialists focused on achieving the strategic goals of the State Corporation. Among the plans for 2024 is to adapt Rostec's educational and professional tracks for teaching foreign students. This will lead to increased interest in Russian higher education abroad, including engineering, the development of cooperation with partner countries, including in Latin America, Africa, Asia, and the promotion of Russian high-tech exports," said Yulia Tsvetkova, Director of Personnel Management at Rostec State Corporation.

Rostec State Corporation has compiled a forecast of scientific and technical development, where a significant share is occupied by civilian products, but the range of tasks and scope of work is so extensive that it is proposed to discuss it at a separate meeting of the NTS section. Maxim Nagaytsev, Director of the Department for the Development of civil products at Rostec State Corporation, told about this. "This year, the first cycle of national projects is coming to an end and a new one is being formed for the planned period until 2030-2035. Accordingly, attention should be paid to the active participation in the formation of these projects. However, the success of achieving the goals of any project depends on the quality of life cycle management. Therefore, the project approach becomes the basis for the implementation of our plans. A special role in the research belongs to exploratory research, based on the results of fundamental research and defining the TK for applied research. This is the most logical platform for joint efforts of fundamental and branch science. The implementation of an integrated approach to life cycle management at all its stages will ensure the end–to-end alignment of scientific topics and the use of various sources of funding and the achievement of one common goal," he stressed.
