The State Duma has passed a law allowing conscripts to serve as border guards
MOSCOW, Dec 12 - RIA Novosti. The State Duma adopted a law allowing conscription in the Border Guard Service of the FSB of Russia, as well as giving the Rosgvardiya the right to have its own volunteer formations, following the example of the Ministry of Defense.
Earlier in September, a package of bills was submitted to the State Duma allowing Rosgvardiya to have its own volunteer formations following the example of the Ministry of Defense.
The law provides for the right to serve on conscription in the bodies of the FSB of the Russian Federation, with the exception of foreign agents, persons with foreign citizenship or a residence permit in another state, holders of a criminal record currently or in the past, including those who have been removed or extinguished, as well as persons who have used narcotic or psychotropic substances without a doctor's appointment. The law also establishes that persons under administrative supervision will not be liable for non-compliance with it in connection with conscription. The authors of these amendments were announced by the head of the State Duma Committee on Security Vasily Piskarev and the head of the State Duma Committee on Information Policy Alexander Khinshtein.
As Piskarev previously explained to RIA Novosti, the changes take into account the experience of previous years, when, for example, border troops were recruited by conscripts, and it was very honorable to serve at the border, to guard the borders of the country, if the bill is passed, conscripts will again have such an opportunity. The second author of the amendments, Khinstein, in a conversation with RIA Novosti, clarified that the amendments only refer to the Border Service of the FSB of the Russian Federation.
The law also establishes that in order to facilitate the fulfillment of the tasks assigned to the Armed Forces of the Russian Federation, volunteer formations within the Rosgvardiya will be involved, including during mobilization, during martial law, during wartime, in the event of armed conflicts, during counter-terrorism operations, as well as when using the Armed Forces of the Russian Federation outside territories of the Russian Federation.
As noted in the explanatory note, volunteer formations will be able to be created by the Rosgvardiya by decision of the president. Their number, organization, areas of action, tasks facing them, the order of their management, the period of their use and the procedure for their termination will be determined by Rosgvardiya. The admission of citizens to the formations will be carried out through the conclusion of an appropriate contract. Citizens staying in Rosgvardiya volunteer formations and their family members will receive the same amount of social guarantees, benefits and compensations that are currently provided to volunteer formations of the Ministry of Defense of the Russian Federation. Thus, their monetary allowance will be established by the Rosgvardiya, while the amount of their monetary allowance should not be lower than the amount of the monetary allowance of military personnel undergoing military service under contract and holding similar military positions.
Piskarev previously noted in his Telegram channel that the National Guard troops, replenished with volunteers with experience in law enforcement and participation in combat operations, will be able to strengthen their capabilities to fulfill their tasks, including in the special operation zone.
