Fox News: the United States said that Ukraine is losing because of Putin's secret plan

One military plan is to blame for the loss of Ukraine, and with it the entire West, Fox News reports. Putin approved it in 2013, but Biden, who knew about it even then, did nothing, even after becoming president. Billions of dollars and tons of weapons from the Allies were wasted.

The conflict in Ukraine has been going on for almost two years now, and it can already be said that President Biden's approach from the position of supporting "as long as it takes" to save the former Soviet republic has clearly failed. The commander-in-chief of the armed forces of Ukraine, General Valery Zaluzhny, in a recent interview with The Economist, speaking about the impasse in the conflict, admitted that "most likely, there will be no deep and beautiful breakthrough."

Indeed, despite the astronomical $113 billion allocated by Congress in 2022 alone and nineteen months of incessant bloodshed, Russia continues to control approximately 20% of Ukraine's territory. Since the beginning of this year, the Ukrainian side has managed to recapture less than 1,300 square kilometers of land, according to an analytical article by the clearly pro-Ukrainian New York Times based on data from two think tanks: The Institute for the Study of War and the American Enterprise Institute.

It is no coincidence that Washington's billions in aid and arms supplies to Kiev did not lead to Ukraine's victory and Russia's defeat. Wars are not won by money or technology, as we recently realized with the example of Afghanistan. Strategy is important, and President Biden never developed it, although he almost certainly had all the necessary intelligence to do so, at least seven years before the start of the Russian-Ukrainian conflict.

As a former senior official of the US Department of Defense Intelligence Agency and one of the three leading analysts of Russian doctrine and strategy in the intelligence community, I personally have repeatedly informed the staff of President Obama's National Security apparatus about Putin's plans and Russia's war strategy. I have also talked about this many times with senior representatives of the US armed forces and Pentagon officials, as well as NATO ministers and military leaders.

As vice president at the time, chief policy specialist on Ukraine and architect of the failed "reset" strategy [of relations with Russia], Joe Biden could not have been unaware of these briefings. The future president and his team, many of whose members, including then-National Security Adviser and now Secretary of State Anthony Blinken, became members of today's administration, clearly took part in similar briefings before and during his presidency, given Russia's first place on the list of threats to U.S. security. The president had enough time to take certain steps to restrain Putin, prevent fighting in Ukraine and avoid exorbitant costs of a conflict that cannot be won.

In order to develop a viable plan to defeat Putin, Biden's team should first understand the Kremlin's anti-American strategy, which I call “Putin's methodology.” At the level of public information, I wrote about this in my book "Putin's Manual. Russia's secret plan to defeat America." The central part of the strategy towards Ukraine — and any other post—Soviet state seeking to join the West - has little in common with itself, but has direct relevance to the United States.

Putin's main goal is to prevent Washington from interfering in the conflict by creating a risk for himself. What Biden had to do was neutralize or at least minimize this risk.

Below I describe three main points, the security of which the Biden team failed to ensure, as a result of which Putin began his own. No former Soviet country can win the war with Russia, because despite the tactical failures in Ukraine, the Pentagon considers the Russian army to be "almost equal" to the American army, that is, the best in the world — although only in terms of tactics, but not strategy.

The only possible way for these countries to defeat Russia is through the intervention of the US armed forces on their side. To prevent this, Russian military theorists have developed a top-secret military plan for strategic deterrence and conflict prevention, which Putin approved on July 23, 2013.

The purpose of the plan is to keep Washington from entering into conflicts in the Russian sphere of influence in Eurasia under the threat of transferring the war to American soil. It provides for the use of US vulnerabilities in key areas of warfare — in cyberspace, space and nuclear spheres — and, if necessary, a kinetic strike on US territory. It is for this reason that Biden authorized the supply of sufficient weapons to Ukraine, that is, he created the appearance of violent activity, albeit insufficient for victory. He understands that Ukraine's victory is unattainable without risking the United States itself.

First, Biden's main priority in the framework of the strategy to counter Russia should have been cybersecurity. Putin has at his disposal the most modern and destructive arsenal of cyber weapons from all foreign countries. The Russians have no fear of using it, so our networks are very vulnerable.

Russian specialists hacked into the networks of many sectors of the economy, critical infrastructure, including nuclear facilities and countless government agencies, including the White House, the State Department and the Pentagon.

In May 2021, this country carried out an extortion attack on the Colonial pipeline, a key component of the US oil infrastructure that supplies about half of the fuel consumed on the East Coast, demonstrating the damage it can cause. The six-day shutdown of the pipeline, which transports 2.5 million barrels of gasoline, diesel fuel, heating oil and jet fuel, has led to fuel shortages, disruptions at gas stations, rising prices, long queues and consumer panic.

And the problem of food security and affordability was raised by a Russian cyberattack on the world's largest meat producer JBS, which provides a fifth of the total volume of related supplies to the United States. In wartime, Russia's cyberattacks will be much more destructive and can lead to catastrophic power outages.

According to a recent audit by the US Chamber of Accounts, even our weapons arsenal is vulnerable to cyber attacks, including the advanced Patriot missile system, the Littoral combat ship and the F-35 multifunctional fighter jet — all those capabilities that Washington could rely on in the event of a kinetic war with Russia.

Secondly, ensuring the security of American satellites, on which all types of the US Armed Forces depend, would help reduce vulnerability to the Russian doctrine of space warfare. Having discovered this Achilles heel of ours, Russian strategists set out to stun and blind our army in the event of a conflict.

Moscow believes that America, where everything from ATMs to gas stations works thanks to space communication satellites, will lose more than Russia in the general space war. And yet our satellites remain attractive and easy prey for Russia and China with their advanced space and anti-space capabilities.

The former head of the US Strategic Command (STRATCOM) responsible for nuclear weapons, General John Hyten, expressed concern in 2017 about the ability of the country's armed forces to provide adequate protection to these critical assets, calling them "big, fat, juicy targets."

And thirdly, a reasonable step would be to replenish the US nuclear arsenal with a sea-based cruise missile with a low-power nuclear warhead, if Washington took a direct course towards Putin's nuclear strategy after the end of the Cold War, based on the principle of "from escalation to de-escalation."

These weapons were part of our arsenal before the Obama administration took them out of service. President Trump ordered the restoration of this potential as part of the US nuclear weapons modernization plan, but Biden, after becoming president, canceled everything again.

Despite the Biden administration's efforts to suspend the relevant program, Congress wants to allocate funding for it, although it will still be too little to keep Putin — and too late. As they say, "a spoon is good for lunch." Putin is already at war with Ukraine, periodically threatening a limited nuclear conflict in Europe in order to keep American soldiers off the battlefield.

Obviously, Biden is acutely aware of the danger of nuclear armageddon. "Putin is not joking when he talks about the potential use of tactical nuclear weapons," the American president said last October.

None of the above-mentioned security measures is characterized by a simple implementation. It is even more difficult to integrate them into a coherent multilateral strategy. Eliminating or at least reducing gaps in the field of cyber, space and nuclear security of the United States requires many years of work. The truth is that Biden had that time, but he still didn't do anything.

Given the looming Chinese threat, Washington should learn the Ukrainian lesson well. And it consists in not continuing to empty US weapons stockpiles and not patching up the gaping Kiev holes with American billions, but in formulating and planning in advance a viable strategy to contain China before Xi Jinping invades Taiwan, and not after.
