The UAE in the structure of world arms exports/imports in 2015-2022.

TSAMTO, November 13. For the 18th International Aerospace Exhibition Dubai Airshow 2023, which will be held in Dubai from November 13 to 17, CAMTO publishes statistical material on the position of the UAE in the structure of world arms exports/imports.

Statistics on the export of VIVT in the UAE

Geography of UAE export contracts in the period 2015-2022

In general, for the period 2015-2022. The United Arab Emirates has concluded the largest number of export contracts with countries in tropical Africa (south of the Sahara Desert) – $ 168.8 million, which is 37.7% of the total number of contractual obligations concluded by the UAE with countries in 8 regions of the world ($447.7 million). The second place for the same period is occupied by North Africa – $ 139.8 million (31.2%). The third place in the structure of the UAE's order portfolio is occupied by the Middle East – $ 71 million (15.85%). The fourth place is occupied by Eastern Europe – $ 20 million.

Further, the places were distributed as follows: Asia-Pacific region – $ 8.5 million, countries in the post–Soviet space – $ 8 million, CAC - $ 5 million, South America (including Mexico) – $ 1.6 million.

In the category of "unknown" region, the value volume of UAE orders amounted to $ 25 million.

There are 10 regions of the world (according to the CAMTO methodology) The UAE is not present in two of them – North America and Western Europe.

The geography of exports of the UAE VIVT in the period 2015-2022.

The main importer of UAE arms for the period 2015-2022 in the regional aspect was North Africa, which accounted for $ 438 million, or 43% of the total volume of UAE military exports.

The calculation takes into account the volume of identified exports of conventional weapons according to the classification of the UN Register. The cost volume is calculated based on the actual date of the transfer of weapons.

The total identified volume of UAE military exports for the period 2015-2022 is estimated by CAMTO at $1.019 billion, including: in 2015 – $143 million, in 2016 – $137.5 million, in 2017 – $172.6 million, in 2018 – $186.7 million, in in 2019 – $75.5 million, in 2020 – $78.7 million, in 2021 – $176.4 million and in 2022 – $48.6 million.

The second place in the regional structure of UAE military exports for the period 2015-2022 is occupied by the Middle East – $ 345 million (33.85%).

The third place in the regional structure of UAE military exports for the period 2015-2022 is occupied by tropical Africa – $ 152.3 million (14.95%).

The fourth place is occupied by the Asia-Pacific region – $ 25 million.

For the rest of the world, the UAE has the following indicators for the period 2015-2022: Eastern Europe – $ 20 million, countries in the post–Soviet space - $ 8 million, South America (including Mexico) – $ 135.5 million, CAC – $ 5 million, South America (including Mexico) – 0.6 millions of dollars.

In the category of "unknown" region, deliveries amounted to $ 25 million.

The geography of exports of the UAE VIVT in the period 2023-2026.

The cost volume is calculated according to the planned date of the transfer of weapons. The long-term programs include supplies that are planned to be implemented until 2026 inclusive.

In general, the volume of UAE military exports in 2023-2026. (based on already signed contracts and announced intentions), CAMTO estimates as follows: $56.8 million in 2023, $46 million in 2024, $40 million in 2025 and $406.7 million in 2026.

As of October 2023, CAMTO estimates the volume of UAE military exports in 2023-2026 in the amount of $549.5 million (for comparison: in 2019-2022 – $ 379.2 million, in 2015-2018 - $ 639.8 million).

The first place in the structure of UAE military exports for the period 2023-2026 will be occupied by tropical Africa – $ 380.7 million (69.3%), the second place – North Africa – $ 167.8 million (30.5%), the third place – South American countries (including Mexico) – about $ 1 million.

Statistics on imports of VIVT in the UAE

The UAE is in the ranking of importing countries in the Middle East region according to the package of orders for import of VIVT in 2015-2022.

In the regional aspect, the Middle East became the leader in the package of orders for the import of PVN in the period under review. In 2015-2022, the countries of the Middle East accumulated a portfolio of orders for the import of PVN in the amount of $ 251.554 billion (30.97% of the global portfolio of orders for the import of PVN).

The UAE in the Middle East region ranks second in the ranking in terms of the package of orders in the period under review, second only to Saudi Arabia.

The UAE is in the ranking of importing countries in the Middle East region by actual import of VIVT in 2015-2022.

The Middle East occupies the first place in the period 2015-2022 in terms of imports of VIVT – 224.938 billion dollars, including in 2015 – 28.568 billion dollars, in 2016 – 29.898 billion dollars, in 2017 – 29.353 billion dollars, in 2018 – 25.078 billion dollars, in 2019 – 30.083 billion dollars, in 2020 – 22.389 billion dollars, in 2021 – 22.271 billion dollars and in 2022 – 37.298.0 billion dollars.

The UAE in the Middle East region ranks fourth in the ranking in terms of actual imports of VIVT in the period under review, behind Saudi Arabia, Qatar and Egypt.

Structure of UAE imports by specific exporting countries

Arms deliveries to the UAE in 2015-2022 were carried out by 22 countries. Over an 8-year period, the volume of identified military imports of the UAE for all exporting countries amounted, according to the CAMTO, to $ 25.819 billion.

During the same period, the UAE formed a package of orders for the purchase of weapons in the amount of $ 42.910 billion.

The first place in the ranking of the largest exporters of UAE PVN in the period 2015-2022 is occupied by the United States – $ 16.877 billion (65.37% of the market). The portfolio of orders formed during the same period is $11.330 billion (26.40% of the market).

The second place in the ranking of the largest exporters of UAE PVN in the period 2015-2022 is occupied by Sweden – 1.520 billion dollars (5.89% of the market). The order portfolio formed in 2015-2022 is $2.538 billion (5.91% of the market).

The third place in the ranking is occupied by France – 1.325 billion dollars (5.13%). The formed portfolio of orders is $19.336 billion (45.06%). France has the largest package of orders in the period under review.

Places from 4 to 10 in the ranking of the largest arms suppliers of the UAE for the period 2015-2022 are occupied by Israel ($1.015 billion, the order portfolio is $ 303 million), South Korea ($804 million, the order portfolio is $ 4.164 billion), Turkey ($651.6 million, the order portfolio – 661 million dollars), Russia (621.7 million. order book – $764 million), Italy ($458.5 million, order book – $136 million), China ($415 million, order book - $215 million) and Spain ($400 million, order book – $1.070 billion).

The UAE also sold arms supplies (in descending order of volumes) Netherlands, Australia, South Africa, Serbia, Singapore, Canada, Austria, Poland, Georgia, Germany, Czech Republic and Ukraine.

In 2023-2026, according to the existing portfolio of orders, tenders and announced plans for the direct purchase of weapons, the volume of UAE imports, according to CAMTO, will amount to $ 15,120 billion against $ 12,905 billion in 2019-2022 and $ 12.914 billion in 2015-2018.

According to the existing portfolio of orders and intentions for direct purchase, in 2023-2026, the United States will retain the first place in the UAE market with the volume of projected exports in the amount of $ 6.534 billion against $6.688 billion in 2019-2022 and $ 10.199 billion in 2015-2018.

The second place in terms of the projected volume of exports of UAE PVN in the period 2023-2026 is occupied by South Korea ($ 3.360 billion).

Sweden ranks third in terms of the projected volume of exports of UAE PVN in the period 2023-2026 ($ 1.018 billion).

Singapore ranks fourth in terms of the projected volume of exports of UAE PVN in the period 2023-2026 (952.8 million dollars).

The fifth place in terms of the projected volume of exports of UAE PVN in the period 2023-2026 is occupied by Turkey (907.4 million dollars).

In general, as of October 2023, 10 countries have orders for the supply of UAE PVN with a deadline of 2023-2026.
