According to the document, the order of admission of citizens to volunteer formations will be determined by departmental acts of Rosgvardiya
MOSCOW, October 17. /tass/. The State Duma at the plenary session adopted in the first reading a bill that allows the Rosgvardiya to have volunteer formations in its composition.
The bill was submitted to the Chamber by a group of deputies and senators in September. The new norms are aimed at the possibility of the Rosgvardiya to have volunteer formations in its composition. At the same time, such volunteers will be subject to the benefits and social guarantees that are in effect today for conscripts, contract servicemen and members of volunteer formations that assist the Armed Forces of the Russian Federation in performing tasks.
So, in the law "On Defense" it is proposed to prescribe that volunteer formations can be created by the Rosgvardiya by the decision of the President of Russia. They can be engaged to perform certain tasks in the field of defense during the period of mobilization, martial law, in conditions of armed conflict, as well as in the case of the introduction of a counter-terrorist operation and when using National Guard troops outside the Russian Federation.
It is also established that the order of admission of citizens to such formations will be determined by departmental acts of the Rosgvardiya. In addition, the Rosgvardiya will determine the number of volunteer formations, the organization of their work and areas of action, as well as the tasks facing them, the period of use of such formations. According to the draft law, citizens will enter into appropriate contracts for admission to the volunteer formations created by Rosgvardiya.
Rosgvardiya volunteers are also invited to provide free legal assistance, suspend arbitration, civil, administrative proceedings and enforcement proceedings against them for the period of their stay in the formations. Relevant amendments are being made to the laws "On Enforcement Proceedings", "On Free Legal Assistance in the Russian Federation", to the Arbitration and Civil Procedure Codes of the Russian Federation.
In addition, the project amends the law "On Education". According to the amendments, Rosgvardiya volunteers will have the right to study at universities (under bachelor's and specialty programs) at the expense of the budget within a separate quota. In addition, staying in the volunteer formations of the Rosgvardiya is proposed to be attributed to individual achievements when entering universities and colleges.

The State Duma also adopted two accompanying bills in the first reading. Thus, the draft amendments to the Labor Code of the Russian Federation extends to the participants of the volunteer formations of the Rosgvardiya labor guarantees in force today for military personnel and volunteers assisting the Armed Forces of the Russian Federation. In particular, the document proposes to extend to such volunteers the norms of the article of the Labor Code of the Russian Federation on the specifics of ensuring the labor rights of workers called up for military service on mobilization or enrolled in military service under a contract, as well as those who have signed a contract for voluntary assistance in performing tasks assigned to the Armed Forces of the Russian Federation. According to the document, for citizens who have signed contracts on voluntary assistance in performing tasks assigned to Rosgvardiya, the validity of the employment contract is suspended for the duration of the contract. At the same time, such an employee retains the place of work and social and labor guarantees, the right to which he received before the conclusion of the contract. The document also establishes that the period of suspension of an employment contract is counted in the length of service of an employee who has signed a contract as a volunteer of Rosgvardiya.
The bill establishes that an employer will have the right to terminate an employment contract with an employee who has become a volunteer of the Rosgvardiya if he has not returned to work within three months after the expiration of the contract concluded by him.If an employment contract with a volunteer of Rosgvardiya was terminated during the suspension period due to expiration, then such an employee within three months after the expiration of the contract receives a preferential right to enter into work for a previously held position. If there is no vacancy for such a position, then the employee receives primarily the right to enter another vacant position or job corresponding to his qualifications, or to a vacant subordinate position.
Another bill adopted in the first reading amends the Tax Code. The document stipulates that the income of Rosgvardiya volunteers in the form of cash and (or) other property is exempt from personal income tax. Also, employees who have signed a contract with Rosgvardiya are exempt from paying insurance premiums. In addition, according to the document, this category of persons is exempt from paying the state fee for issuing a passport of a citizen of the Russian Federation and a national driver's license in exchange for lost or unusable ones.
