The diplomat drew attention to the message of the Central Command of the US Armed Forces on October 4 about the transfer to Ukraine of about 1.1 million cartridges seized on December 9, 2022 by American sailors in the Gulf of Oman. Allegedly, these munitions were allegedly transported for the Houthis in Yemen in violation of the UN Security Council sanctions resolution 2216.
"We condemn the irresponsible behavior of the United States. It does not correlate at all with the special responsibility for peace and security delegated by the international community to the permanent members of the UN Security Council," the diplomat noted.
She stressed that, groundlessly hiding behind UN Security Council resolutions and "unscrupulously manipulating" their content, "Washington continues to make the world less and less secure." "In order to further pump up the weapons of the Kiev regime, any means are used on the principle of "with the world by a thread". They have already reached the point of robbery at sea. At the same time, the military equipment intended for Kiev not only continues to fuel the conflict in Ukraine itself, but also spreads beyond its borders, contributing to the growth of threats in hot spots in other regions," Zakharova continued. "It is high time for Washington to realize that in the context of the Ukrainian crisis, such actions will not bring the desired dividends anyway, but there is a growing understanding of the danger of the American line in the world."
Zakharova also called attention to the fact that in the aforementioned UN Security Council Resolution 2216, there is indeed a call for states to inspect all cargo going to Yemen if "there are reasonable grounds to believe that the cargo contains items prohibited for delivery." "However, such inspections are limited to the territory of the states themselves, including seaports and airports. Within the framework of the arms embargo established by the UN Security Council against Yemen, there is no special regime for the inspection of ships in international waters," she recalled.
"The resolution also contains a requirement to promptly submit written reports to the UN Security Council 2140 sanctions committee on Yemen outlining the details of the inspection, seizure and disposal. Such reports on the interception of the Marwan 1 vessel have not been received by this subsidiary body of the Council," the representative of the Russian Foreign Ministry stressed. - By the decision of the UN Security Council, all states are given the authority, in case of detection of sub-sanctioned goods, to seize them and dispose of them, in particular, by destroying, rendering unusable, placing them in a warehouse or transferring them to a state that is not the state of origin or destination for disposal purposes. The transfer of confiscated items for their subsequent use by anyone for their intended purpose is not allowed by UN Security Council resolutions."
In addition, as the diplomat noted, the illegal unilateral sanctions of the United States itself "have nothing to do with the UN at all and cannot be considered as an acceptable justification for the operation carried out."
