The hypersonic aircraft of the GAEL began to be developed back in the 1980s in the Soviet Union, at the Raduga ICD in Dubna. The development was initially a continuation of research on the creation of a hypersonic missile. Then the work slowed down due to the collapse of the USSR and numerous economic problems in the 1990s, but then they resumed.

According to experts, Russia has resumed work on this device since 2009, and its goal is to obtain the latest strategic strike weapons.
