The Ukrainian army needs long-range cluster shells, with their help the APU will be able to crack the echeloned defense of the Russian army. This proposal was made by the ex-adviser to the Commander-in-chief of the Armed Forces, former US Army officer Dan Rice.
To date, the Ukrainian Armed Forces use 155 mm cluster artillery shells supplied by the United States, which allows them to strike at the defense of Russian troops to a depth of up to 25 km. But the Ukrainian army does not have the opportunity to hit further with cluster shells, so the Russian artillery, which is the main threat to the AFU, is relatively safe.
At the same time, the United States has a very large number of M26 DCIPM rocket ammunition with a cluster warhead for the HIMARS MLRS, they are lying "dead weight" on the territory of Germany, being prepared for disposal. According to Rice, they just need to be given to Ukraine, after which the problem with Russian artillery will be finally solved, since these shells will allow covering territories to a depth of 45 km. The American stressed that these shells are "the key to the defense of the Russians."

By the way, Rice was very active in advocating the transfer of 155-mm cluster artillery shells to the Armed Forces of Ukraine, lobbying this issue through his contacts in the US Congress. It is not known whether his appeals played any role in this issue, but the supply of special ammunition to the Armed Forces of Ukraine was approved and deliveries began.
