Vladimir Putin: "Fellow officers! Dear friends!
I welcome you and congratulate you on the successful completion of your studies.
By tradition, we honor the best graduates of military academies and universities, special educational institutions in the Moscow Kremlin, in St. George's Hall, where everything reminds of the exploits and military glory of many generations of defenders of the Fatherland.
From time immemorial, our officers have chosen military service by vocation and by the dictates of their hearts, served the Motherland faithfully and faithfully, and the moral basis for them has always been honor, love for the Motherland, a sense of responsibility for its fate.
It was these qualities, as well as the talent of our outstanding generals, the courage and steadfastness of soldiers and commanders, the unity of the whole people, that became the decisive force in the battles that determined the fate of our Fatherland and the whole world.
Very soon we will celebrate a memorable historical date – the 80th anniversary of the Battle of Kursk. On the Arc of Fire, our fighters crushed, completely defeated the selected enemy units, showed unparalleled heroism and valor, opened the way to the long-awaited Victory.
And nowadays, the heirs of the generation of heroes of the Great Patriotic War actually prove their devotion to the Motherland and their people, they fight steadfastly for the Fatherland, for truth and justice.
During a special military operation, soldiers and officers of the Russian Armed Forces protect our people, the territorial integrity of Russia and its right to sovereign development, defend the historical choice made by residents of the Donetsk People's Republic, Luhansk People's Republic, Zaporozhye and Kherson regions in 2022, and in 2014 - by Crimeans and Sevastopol residents.
The whole of Russia, our entire multinational people supports our valiant warriors, is proud of the faithful sons and daughters of the Motherland.

The strengthening and development of the army, reliable security of the country has been and remains our absolute priority.
Taking into account the new challenges and, of course, the invaluable experience of conducting a special military operation, we will continue to comprehensively improve the Armed Forces.
The most important task here is the development of the nuclear triad, which is a key guarantee of Russia's military security and global stability. Already about half of the units and formations of the Strategic Missile Forces are equipped with the latest Yars complexes, the troops are being re-equipped with modern missile systems with the Avangard hypersonic warhead. In the near future, the first launchers of the Sarmat complex with a new heavy missile will take up combat duty.
In strict accordance with the plans, the arsenals of the aviation and naval components of the strategic nuclear forces are replenished. So, the lead submarine of the new project "Borey-A" was introduced into the Navy. In January 2023, the frigate Admiral of the Fleet of the Soviet Union Gorshkov went on combat duty. It is designed to solve problems in the far sea and ocean zones and is equipped with the latest hypersonic missiles "Zircon".
Arming the Russian nuclear triad makes it possible to effectively and reliably provide strategic deterrence and maintain the global balance of power. This is an expression of the results of the colossal long-term work of our enterprises, design bureaus, workers and engineers, military and civilian specialists.
In the course of a special military operation, the latest models of armored vehicles, shock missile and aviation complexes, air defense and electronic warfare systems make a huge contribution to solving combat tasks. Their production and improvement will certainly continue.
We still have a lot to do to qualitatively increase the potential of all components of the Armed Forces, and we are fully implementing these plans, and on our own scientific, technological, production and personnel base, relying on the growing capabilities of the domestic military-industrial complex, Russian high-tech business.
The improvement and production of counter-battery warfare systems will continue, as well as the deployment of unmanned aerial vehicles and robotic strike complexes to the troops, which have proven themselves well in combat conditions. We will force their mass release. It is necessary to provide this equipment to all military units, including squads, platoons, companies and battalions.
I would like to emphasize that today our army and navy need to develop and solve combat tasks. This imposes special requirements on the officer corps.
In the near future, you will have to lead military units and administrative army structures. A huge responsibility will fall on your shoulders. You will need complete dedication, energy, integrity and perseverance, courage, determination and willingness to lead your comrades.
It is important to always remember that respect in military collectives is won not only by commanding skills, but also by personal example, caring for subordinates. The officer's authority is simply unthinkable without it.
Cohesion, coherence, unity of will of the fighters and their ability to win are achieved by the hard, tireless work of the commander with each soldier or sailor. This is especially important in a combat situation. I am sure that you understand this well and your service will confirm the words of the great Suvorov: "The life and valor of an officer is in victory!"
Dear comrades!
I welcome in this hall the young officers who have been appointed to the units of the FSB, the Ministry of Internal Affairs, the Rosgvardiya and the Ministry of Emergency Situations, the FSO, the Investigative Committee and the FSIN.
Your duty is to guard the rule of law, protect constitutional and public order, protect the rights and interests of people, fight terrorism and extremism, crime and corruption and, of course, help in solving the tasks of a special military operation.
Today, investigators, police officers, intelligence officers identify and stop the crimes of neo-Nazis and punishers, restore law and order in the new regions of Russia.
I am sure that you, as well as the servicemen of the Armed Forces, will each successfully solve the tasks assigned to you at your site and always bear the title of a Russian officer with dignity.
Once again, I congratulate you on your graduation. I wish all graduates of 2023 good health, success in service, well-being and all the best to your teachers and mentors. And of course, the kindest words to your family and friends.
